What is Shared Governance? Policy Council and governing body: • share responsibility for overseeing the delivery of high quality services to children and families in accordance with Head Start legislation, regulations and policies. • 45 CFR Part 1304.50

What are Policy Councils? Groups with policy-making authority at the grantee level. -45 CFR Part 1304.50(a)(1)
Policy Councils Have a Voice In Developing: • All funding applications and any amendments to them. • Procedures for implementing shared decision making. • Procedures for program planning. • The program’s philosophy and long-and short-range goals. • The composition of the Council and procedures for choosing members. • The criteria for recruitment, selection, and enrollment priorities. • Procedures for the annual self-assessment of the grantee’s programmatic and fiscal progress. • Decisions related to the hiring or termination of the HS Director and any person who works primarily for the grantee’s Head Start Program. • Procedures for personnel policies and any changes to them: • Including standards of conduct for staff, consultants, and volunteers.

Key Concepts about Shared Decision-Making • Strong governing bodies are aware that they are only one part of an integrated whole • The relationship between the governing board and the policy council is a multi-faceted one • The governing body, policy council and staff are all invested in the delivery of high quality services to eligible children • The common purpose is to improve the lives of children and families
Conclusion • Shared decision-making is both an opportunity and a mandate for governing bodies and policy groups in Head Start agencies. • To effectively implement shared decision-making, it is important to have systems in place for conducting the decision-making groups’ business. • Governance must be child focused. • Governance is family-centered.
