Technical Support Provided: Initiatives & Recipient Countries 1 INITIATIVE OBJECTIVE/S COUNTRIES Nairobi Technical Implementers Meeting • To reach agreement among ten countries , UNAIDS and CD/technical providers on how CD/Technical support could be provided in order to “make the money work”; • To reinforce the Support Programme buy-in at country level; and • To serve as platform for the CD Pilot Project’s kick-off. • Cameroon • Central Africa • Democratic Republic of Congo • Guinea • Kenya • Malawi • Nigeria • South Africa • Tanzania • Togo 2 Capacity Development (CD) Pilot Project for Grant Implementation • Scale up UNAIDS implementation technical support in ten pilot countries to address systemic GF implementation through long term technical support • Technical Support focus on (i) CCM Oversight, (i) Financial and Programme management • Central African Republic • Guinea • Cameroon • DRC • Togo • Nigeria • Kenya • South Africa • Malawi • Tanzania 3 Provision of short-term technical support on a country-demand basis • Majority of Support through the TSFs • See table (TSFs) • Ensure that countries have the technical support in the key following areas: • Pre-grant signature and grant start-up • CCM Strengthening • PR and SR Program and Financial management • Second-phase funding • M&E and Procurement and Supply management

Technical Support: Main Initiatives & Recipient Countries 1 INITIATIVE OBJECTIVE/S INVOLVED/SUPPORTED COUNTRIES Nairobi Technical Implementers Meeting • To reach agreement among ten countries , UNAIDS HQ, RSTs, UCOs and various CD/technical providers on how the highest quality and efficiency CD/Technical support could be provided in order to “make the money work”; • To reinforce the Support Programme buy-in at country level; and • To serve as platform for the CD Pilot Project’s kick-off. • Cameroon • Central Africa • Democratic Republic of Congo • Guinea • Kenya • Malawi • Nigeria • South Africa • Tanzania • Togo 2 Capacity Development (CD) Pilot Project for Grant Implementation • Scale up UNAIDS implementation support in ten pilot countries to address systemic GFATM implementation bottlenecks and accomplish sustainable capacity development of country partners towards achieving Universal Access. With focus on (i) CCM Oversight, (i) Financial and Programme management and (iii) Early-warning System. • Provide a mechanism through which country partners may pre-emptively identify and address potential bottlenecks to implementation through technical support. • Central African Republic • Guinea • Cameroon • DRC • Togo • Nigeria • Kenya • South Africa • Malawi • Tanzania 3 Provision of ad-hoc -technical and financial support on a country-demand basis • See table (TSFs) • Ensure that countries have the technical and financial support requested on the key following areas: • Pre-grant signature and grant start-up • CCM Strengthening • PR and SR Program and Financial management • Second-phase funding • M&E and Procurement and Supply management

MAIN CHALLENGES 1 Need for enhanced coordination Poorly coordinated technical support and capacity development initiatives carry the risk of duplication, and can claim a heavy cost in time, supervision and organizational resources. 2 Need to shift from short term to longer term strategies for technical support A mix of short-term and longer term TA may be required to unblock implementation challenges faced by many grants and to consolidate capacity and systems function. 3 Need to go beyond orientation There is a need to go beyond orientation workshops, with follow-up support and capacity development. New tools, including self diagnosis tools could contribute to this. 4 Lack of involvement of implementers There is a lack of involvement of implementers in the design and use of M&E. M&E is still seen as an outside science done by an “expert” and is not integrated adequately with program and financial management, 5 Close Engagement with Countries is needed to surface appropriate demand for TS and CD The GF requirements challenge country partner capacity and systems to comply with them, as well as to know what kind of support is needed. TA and CD interventions without country ownership have limited impact. 6 Need to Develop TS Planning for Global Fund Implementation TS planning has potential to improve the level, coherence and impact of TS and CD for grant implementation support.

MAIN CHALLENGES 7 Value of CCM Strengthening CCM governance, leadership and oversight functions are central to reducing grant implementation risks both during proposal writing and implementation stages. 8 Consultancy skills in the region are challenged by Global complexities and can be enhanced Demand exists for professional development in grant implementation. Regional consultants have reported that ability to share experiences through consultants networks while supporting countries is valuable 9 Active collaboration between UNAIDS at country and regional level, UN Joint Teams and TSFs can greatly enhance demand for, and appropriateness of, TS and CD for grant implementation It takes time, sustained effort, relationship building and diverse expertise to diagnose and then address grant implementation challenges in CCMs, PRs and SRs. Combined efforts to understand and service CCM, PR and SR needs is desirable. 10 Need for a strong interface between TA and CD Mentoring, support and systems development by short term TA combined with interventions such as orientations and training can lead to substantial CD.

CONCLUSIONS In 2012 UNAIDS will go beyond building on the same support approach of previous years, and will deliver with strengthened capacities, focus and coordination in order to better respond to the key challenges that countries are facing. AREAS OF WORK • Systematic programme and financial Gaps Analysis • Grants renewal process for enhanced sustainability: • Implement and "translate" at country level the Investment Framework, in order to avoid a too "top-down" approach. This means introducing the IF as a progressive process instead of presenting it as a one-off tool. • Implementation support and specifically to enhance countries' effectiveness and efficiency in the following areas: • CCM oversight • Programme and Financial management for PRs and SRs • Risk management (including Programme and Financial) for PRs and SRs • Capacity strengthening of RSTs and priority countries during a transitional period (one year) • Ensure the timely and high quality delivery of support by the TSFs and their sustainability
