SHORT PRESENTATION OF CONSTANTA COUNTY-Geographic position and administrative constitution- • Constanta County is situated in the south-oriental extremity of Romania, bordering at north with Tulcea County, at east with the Black Sea shore, at south with Bulgaria and at west with the Danube river; • Constanta County has a surface of 7.071 square meters (that is 3% of the total surface of the country) and it places itself on the 8th position among Romania`s counties; • The territorial-administrative structure includes 3 municipalities, 9 towns, 58 communes and 188 villages.

SHORTPRESENTATION OF CONSTANTA COUNTY - Economic aspects- • The industry of Constanta County it is based on activities that use modern processing technologies in wood, textile, confection, food and construction materials industries; • The contribution of Constanta County to the national industrial production is of 10,3% at abstracted crude oil; 18,5% at processed crude oil; 18.2% at sulfuric acid; 19,2% at la cement; 2,3% at chemical fertelizer; 1,6% at wool fabrics; 10,3% at vegetable oil and 2% at abstracted natural gases; • Concerning the number of firms with foreign contribution to their capital, the first places are occupied by Turkey (522 firms),Germany (269 firms), Italy (260 firms), Syria (248 firms), Greece (169 firms), USA (142 firms).

  4. THE POTENTIAL OF CONSTANTA COUNTY • Constanta County has a key position, beeing situated at the crossroad of two important geopolitical and economical regions: Easter Europe and Central Europe by one side and the Occidental Asia by the other side; • The region is crossed by communicational lines of national interest : the trans-european road Danube (Danube-Black Sea Channel, Danube) ; • The road and railway infrastructure binds the north and the west of Europe with the coast of Black Sea – side facilitated by the bridges builded over the Danube river; • The Constanta International Airport , situated 20 km far from Constanta municipallity– Romania`s second urban center; • The Romanian beach focuses 2/3 from the national touristic potential and it covers 41% from the accommodation potential of the country, with an intern and international touristic flow of 60%.

TOURISM The touristic harbour Mangalia (Phare - 2.768.499 €); The rehabilitation and rearrangement of the spa resort Techirghiol (Phare - 6.667.399 €); The study in order to attenuate the effects of the coastal erosion in Mamaia and in Eforie (USAID - 114.500 $); The management of the Black Sea beaches– Pilot area Mangalia (VNG Netherland 70.000 €). INFRASTRUCTURE The rehabilitation of Medgidia town system of dump goods collection and transportation (Phare - 484.941 €); Local infrastructure (Sapard - 16.359.000- 20 local authorities € for roads, water systems). PROJECTS WITH FOREIGN FINANCEMENT IN PROGRESS IN CONSTANTA COUNTY(I)

  6. TRANSPORT The oil pipe between Constanta and Trieste with a length of 1.360 km, of which 649 km are on Romanian soil (4,26 billion $). The costs for modernising and increasing the capacity of the Constanta terminal are 395 bilione $(for a capacity of 90 milions tons/year). Interharbour. AGRICULTURE The extension and modernisation of the sanitary-veterinarian system of analyses in the lab for food safety (Sapard – 1.500.000 €); The consolidation of the Macin/Danube branch and coastal erosion control (Sapard-818.813 €); Constanta county has attracted Sapard funds of 75.656.944€ value, in the benefit of privat companies in this field. THE OPERATIONAL COMMUN PROGRAMME OF COOPERATION ON THE BLACK SEA • Obiective : a stronger regional partnership, in order to promote economic and social sustainable development of the Black Sea areas; • It is financed through the European Programme of Vicinity and Partnership; • There are 10 member states in this programme : Romania, Bulgaria, Moldova, Ukraine, Russia, Georgia, Armenia, Azerbaijan, Turkey and Greece; • Programme`s budget is 18,86 million E, 17,3 million E beeing the Romanian contribution; • Potential beneficiaries: local and regional authorities, NGOs, cicil society organizations, universities and schools, cultural operators, public agencies; • Managing Authority is in Romania.

THE OPERATIONAL COMMUN PROGRAMME OF COOPERATION ON THE BLACK SEA (II) KEY PBJECTIVES: • Objective 1 : promote economic and social development in Black Sea Basin Areas • Priority 1 : Cross border support to partnership for economic development based on common resources. • Objective 2 : working together to address common challenges • Priority 2 : Networking resources and competencies for environmental protection and valorization. • Objective 3 : Promote local “people to people” actions • Priority 3 : Promote local “people to people” actions.

  9. REGIONAL INFRASTRUCTURE PROJECTS-Facts- • In this moment, there are 4 of the 30 most important infrastructure projects of the European Union which include Romania: • First projetct is : Highway Athena – Sofia – Budapest, Bucharest and Constanta beeing related to this route; • The second project is the railway Athena – Sofia – Viena, which will serve the Curtici custom and Constanta Harbour; • The 3d project is about solving the problems of navigation on Danube; • The 4th one is about Constanta Harbour modernization. • The budget up to 2013 is from the Cohesion Found and the European Found for Regional Development, amounts 4,6 billion E, the Romanian part beeing of 1,1-1,2 billion E.

  10. REGIONAL INFRASTRUCTURE PROJECTS-Proposals- • The construction of the cross border road Baneasa – Dobromir – Severniak – Koriten – Krushari – Dobrich : a Declaration od Sustain has been signed between the Prefectures of Constata and Dobrich, and the local authorities of Baneasa and Krushari; the project proposal has been forwarded in order to be financed in the CBC Programme Romania –Bulgaria 2005; • The construction of the Black Sea highway-on the route Salonic – Varna – Constanta – project adjacent to the Black Sea Ring Highway of 7000 km.
