Migrant Education Program PurposeESSA Section 1301. [20 U.S.C. 6391] (1) To assist states in supporting high-quality and comprehensive educational programs and services during the school year and, as applicable, during summer or intersession periods, that address the unique educational needs of migratory children; (2) To ensure that migratory children who move among the states are not penalized in any manner by disparities among the states in curriculum, graduation requirements, and challenging state academic standards;

[20 U.S.C. 6391] (3) To ensure that migratory children receive full and appropriate opportunities to meet the same challenging state academic standards that all children are expected to meet; (4) To help migratory children overcome educational disruption, cultural and language barriers, social isolation, various health-related problems, and other factors that inhibit the ability of such children to succeed in school; (5) To help migratory children benefit from state and local systemic reforms.
Section 1304 of Elementary and Secondary Education Act (ESEA) • Section 1304(c)(3) of the ESEA requires State Education Associations (SEAs) and local operating agencies to establish and consult with PACs in planning and operating MEP programs and projects of one school year in duration. • In particular, the SEA and local operating agency must consult with the PAC about: • design of the Comprehensive Needs Assessment (CNA) of migratory children to be served • design of the Service Delivery Plan (SDP)
Migrant Education Program Goal The goal of this program is for all Migrant students graduate with a high school diploma (or complete a GED) that prepares them for responsible citizenship, further learning, and productive employment.
Parental Advisory Council (PAC) • Federal Requirement • Each migrant Local Education Association (LEA) will organize a PAC and have at least two local PAC meetings during the school year • State PAC Officers serve 2 years • Representatives of each LEA PAC will attend two State PAC Meetings per year
Parental Involvement • Parents play a significant role in the academic achievement of their children. • All Title I Programs, including the Migrant Education Program (MEP), require parental involvement, because it is proven to help students perform better in school. • Through participation in the planning of the MEP, migrant parents are more likely to become advocates and supporters of the program, because they have a personal stake in its success. • Involving migrant parents in the planning of the MEP also builds their capacity to assist in their student’s learning at home.
Goals of Migrant PAC • To provide parents with the knowledge and skills needed to be an effective advocate for their child. • To provide parents with opportunities to have a choice in the MEP. • To provide parents with opportunities to offer support to school programs.
Functions of PAC • The PAC advises the LEA on concerns of migrant parents that relate to the planning, operation and evaluation of MEP programs in which their children participate. • The local PAC advises the Oklahoma Migrant Education Program (OMEP) at the state PAC meetings held at least twice per year.
PAC Eligibility & Membership • Membership should be a majority of migrant parents and/or guardians. • Parents, or guardians of eligible migrant children and individuals who represent the interests of such parents, are eligible to serve as PAC members. • Selection methods may include election, volunteering, nominations or appointments. • Other PAC members may include district personnel who represent the interests of such parents. • For example: directors, coordinators, parent liaisons, recruiters, etc.
