Overall Context – 2013 Grants • National Road Grants- Current: €40.5m- Capital: €278.0m • Regional & Local Road grants- Current: €84.9m- Capital: €265.5m
2013 RLR Funding Programmes • Restoration Maintenance (surface dressing) €51m • Restoration Improvement (strengthening) €140m • Discretionary Grants (road repairs) €78m • Specific & Strategic Grants €55m • Safety Schemes €6m • Winter Maintenance & salt purchase €7m • Miscellaneous Grants (including bridges) €5m • Pilot Community Involvement Scheme €5m • Drainage €3m Discretion has been given this year to transfer up to 30% of RI to DG and minimum lengths have been relaxed for RM & RI
Regional & Local Road Policy • Main focus will be on maintenance, rehabilitation & drainage • No new Strategic Schemes in 2014 • Specific Grant programme to be replaced by Bridge Maintenance category only • Number of councils to which payments would be made in the future to reduce from 88 to 31 (28 counties + 3 cities)
National Road Policy • Emphasis on asset management & pavements • Some minor realignment / safety works to be carried out • Any new major projects to be PPPs- N7/N11 now underway- N17 Gort to Tuam at preferred tender stage- New Ross now advertised- Enniscorthy to be advertised about June/July • Commitment to provide Stg£25m in 2015 & 2016 for the A5
Maintenance & Rehabilitation • National road network of about 5,500 km • RLR network of about 92,000 km Regional & Local Roads • Minimum length of Surface Dressing required per year is 4,400 km i.e. 5% of rural network • Will achieve just over half of surface dressing target in 2013 • Minimum length of strengthening required per year is 4,400 km i.e. 5% of rural network • Will achieve less than half of strengthening target in 2013
Regional Road Surveys Survey in 2011 measured additional parameters. The following average values were recorded: IRI = 4.2 (5.5 in 2004), Left Rut = 10.3, MPD = 1.4 SCRIM Coefficient = 0.5, Visual Rating = 7.2
Pilot CIS • Applications from 25 counties & 1 city which measured 247 km • €11.4m sought for applications of €15.5m • 428 projects of which 377 were approved:- 292 were at 20% (290 approved)- 30 were at 30% (30 approved)- 2 were at 40% (2 approved)- 104 were at 50% (55 approved) • €10.6m allocated over 2 years (total cost of schemes approved is €14.1m)
Pilot CIS Approved Schemes • Length of 240 km- Regional 1 km- Local Primary 27 km- Local Secondary 28 km- Local Tertiary 184 km
DMURS • Emphasis in road design documents has mainly been on catering for traffic • Traffic Management Guidelines issued in 2003 suggested other approaches • Replaces existing road design standards in urban areas (speed limit ≤ 60 km/h) • Does not apply to motorways • Must be used in urban areas unless written consent is given by a sanctioning body (DTTAS, NRA, NTA) to depart from it
Concluding issues • Circular will be issued on DPER’s Public Spending Code • Essential for local authorities to have good quality control & to achieve high quality pavements • CE Marking of construction products covered by harmonised European Standards is mandatory from July 2013
