Challenges CSOs • Competitive and Aid Dependent • Accountability, representativeness, and legitimacy (quasi-CSOs?) • Capacity of the Sector • Hostility from the State and legal/regulatory status UNDP • Distance from the Client/Identification of Niche • Target orientation and the preoccupation of delivery • Competition (i.e. – grantization of IDA) • Illusion of plurality, diversity, and social inclusion (partnership criteria) • Small team, modest resources
Focus Issues • Internal - Continued sensitization of Senior Management in NY HQ and within COs on the importance of sustained civic engagement (i.e. - RR Champions, Advisory Committees, focal points, and Cardosa Report) as well as work with CoPs • External – i) stress placed on the complementary role of civil society (in delivery of public service, policy advise, pluralistic society, etc.) and not the competitive role in its relation to the State (promoting the benefits), ii) importance of donor coordination around civil society related matters, and iii) strengthening the larger civic environment and promoting internal coherence/governance
Select Activities of BRC Support • Country Office Support • Support to UNCT Focal Points and Civil Society Advisory Committees (i.e. - drafting of ToRs and design of CSACs) • Support to CoPs (i.e. - events, dispatch, atlas and civsoc wiki, and listserv) • Design of Programmes/Evaluations/Concept Notes/Training Packages, etc..(i.e. – ELS, IDPs in Turkey, CIDP in Ukraine, etc.) • Referrals (i.e. – consultants, good practices, methodologies, etc.) • Donor Coordination • Working with bi and multi-laterals to strengthen donor coordination on civil society issues (i.e. – DECIM, Global (informal) Official Aid Group). Additional donor negotiations with UNDP as preferred partner for CSOs engagement. • Heterogeneity mapping in appropriate political context (i.e. – CSI and CS Assessments) • New Product Development (i.e. - Legal Review and Civic Engagement in PSIAs) • Regional Programme Management (i.e. – Social Enterprises, contributions to EPIN) • Global Policy/HQ Support (i.e. – Information Disclosure, NGO Execution, Publications, websites, Network moderation, representation at international forum, etc.)
