  2. History of Action Plans • January, 2005, Board offsite to discuss Board activities • 6 priority areas: • Green Procurement • Market Assessment • Technology Assessment • Universal Waste • Alternative Measurement • Training and Enforcement

  3. Development of Action Plans • Teams formed around action plans • Ogilvy contract awarded and funding was provided for some aspects of some plans • Deputy Director reports will provide updates on other action plans • This item is a thorough presentation of activities specific to the GPAP

  4. Purpose of GPAP • Multi-division effort • Quick wins to increase diversion • Increase the purchase of recycled content materials • Important part of GHG emission reduction strategies

  6. Organics • Complete project with CalTrans to write specs by 2/06 • Double the amount of compost/mulch purchased by CalTrans • Initiate one Agricultural demonstration project

  7. Construction and Demolition (C&D) • Increase C&D ordinances by 60% (68) • Increase recycled aggregate used by CalTrans by 10% • Green 75 government buildings/schools

  8. Rubberized Asphalt Concrete (RAC) • Increase CalTrans purchases by 5% • Increase local government purchases by 15%

  9. Environmentally Preferable Purchasing (EPP) • Create specifications for key materials/products • Work with suppliers and buyers to increase the supply and demand for environmentally preferable products

  10. Green Procurement Toolbox • Develop a comprehensive toolbox to assist local jurisdictions and state agencies buy RCPs and EPPs • Resources include new and existing: • Model ordinances • Specifications and guidelines • Case studies • Results from demonstration projects & surveys

CalTrans Compost Specs by 2/06 • IAA with UC Riverside and ACP for specs, compost use index, and application best practices manual • Adoption of specs by April, 2006, including mulch, erosion control, compost filter berms, biofiltration strips and swales • Workshops with CalTrans Districts • Specs go into the toolbox

Double CalTrans Compost/Mulch Purchases • CalTrans uses compost statewide primarily for erosion control • US Composting Council (USCC) estimates that CalTrans has a potential market for compost of between 3.35-6.72 M cu. yds. • CalTrans use of compost and mulch will be measured in 2007 and succeeding years

Agriculture Demonstration Project • Current Ag compost use guidelines very broad and spotty • Proposed demo project would use a more comprehensive set of parameters • Results will be incorporated into ACP index for use by growers • New specifications will become the foundation for further research

  23. Increase CalTrans RAC Purchases by 5% • The Levine Bill (AB338) mandates that CalTrans increase their use to: 20% by January 1, 2007, 25% by January 1, 2010, and 35% by January 1, 2013 • Assuming that their baseline use is about 15%, CalTrans will achieve the 5% goal within 18 months

  24. Increase Local Government RAC Purchases by 10% • As a result of the Kuehl Bill and 1st time user grant Programs, staff anticipates that an additional 80,000 tons of RAC will be used • This is an increase of about 16% over the next 24 months

California Materials Exchange (CalMAX) • Diverts priority materials • C&D 5,500 tons in ‘05 • Organics 4,700 tons in’05 • 35,000 website hits/month • In Toolbox for local governments and businesses • 183 Jurisdictions rely on CalMAXto meet AB 939 goals • Part of the EPP Best Practices Manual • 5,300 Business and governments routinely use program.

Waste Reduction Awards Program (WRAP) • Annual Recognition Program for Businesses and Non-profits • 1,870 WRAP winners in 2005 • Diverted 1.8M tons • Saved Businesses More than $140M • Supports GPAP by educating businesses to divert and buy EPPs • Provides data and case studies for toolbox and other Board programs • Local Jurisdictions use WRAP to work closely with their businesses
