Developing and transition in Viet nam at Present • Affected Structure, the regulation from “above” => lack of active, lots of barrier • It is difficult for small school (lack of lecturers) to compete with large interdisciplinary school, high management fee, limited source of revenue (economies of scale)
Developing and transition • Lack of material facilities, and human resource. • Passive teachers and students • Lack of interest in scientific research • Limited in communication skills and English language

Consequences • The development << social requirement and the economy. • Focus on => “short-term” problems: “Solidarity”, salary, materials facilities, teaching-time norms, regulation, entrance norms => lack of common languages with foreign University difficultly. Norms, teaching methods, research, appreciate standards differ far from any countries all the world.
Final Effect • Lack of interest in globalization - Anxiety: menace >> chance - Indiference • No given the solution, just around the resolution • attach special importance to forms, appreciation of anything foreign, any kinds of “foreign”.
Petition • Opening mechanism for schools and departments • Integrating skills program for students, such as: WTO law, English, ect. • internationalize Vietnamese Standards, such as structure of research, quotation methods, the way to assess research works, ect.
SWOT: strengths • Large requirement from society => large relationship • Quick development • Ministry of Education supports to build campus 1 • Rector is a good listener and active • Increasing amount of staffs studying from abroad • SIDA Project and others projects
SWOT: weak point • Mono-disciplinary university • The different level in lecturers, serious diseases of “banian tree” • The method and teaching programs are quite underdeveloped • The difficulties of material facility (no basic solutions even talk a lot about the change) • Student is at not good in English
SWOT: Threats • Organism in charge didn’t support to integrate • Heavy teaching-time, lack of interest in education • Losing a number of lecturers…
SWOT: Opportunities • SIDA project with 10 million US dollars • Opening mechanism from Ministry of Education • Training cooperation to change the teaching program • Increasing amount of lecturers from abroad
We need to be ready to… • Strategic plan 2015: raising school position, raising teacher’s incomes • Four main points: English, IT, teaching methods, scientific research. • Digital library, digital syllabus. • Balance between research and teaching time: award to articles published abroad, criterion scientific research topics, improve training program attached to scientific research .
International cooperation to integrate • Determine tatic partners :Lund University, Nagoya University, London University và Singapore National University • Students will take part in cultural exchanges • Training Association • Assign tasks to manage project… • Support enterprises • Opening coperation with international organizations.
Conclution • It is necessary to have a trategy plan and analyse SWOT • Tatic Partner • Whether we can integrate depend on whether available conditions we have • Hence, board of managers, Party committee, each branch has to release for lecturers, authorities, motivate them to receive duties and self-control in tasks.
