  1. The INSPIRE Geoportal Ioannis Kanellopoulos, Bertrand de Longeville, Gianluca Luraschi, Nicole Ostlaender, Steve Peedell Cathal Thorne Spatial Data Infrastructures Unit European Commission Joint Research Centre Institute for Environment and Sustainability

  2. The INSPIRE EU Geoportal • Requirements • Current Status • Future development • Participation

  3. The INSPIRE Geoportal Requirements • Required by the INSPIRE directive • EC developed • Aim to provide an operational platform to satisfy the requirements of the directive and IR • Links to the MS geoportals/services and Pan-European Institutions/organisations • The geoportal is a key visible component of INSPIRE • No Implementing rules • dependent on the IR development

  4. The INSPIRE Geoportal Requirements INSPIRE Directive: MS shall establish and operate the following services: • discovery services - search for spatial data sets and spatial data services on the basis of the content of corresponding metadata, display the metadata content; • view services - as a minimum, display, navigate, zoom in/out, pan, or overlay spatial data sets and display legend information and any relevant content of metadata; • download services, enabling copies of complete spatial data sets, or of parts of such sets, to be downloaded; • transformation services, enabling spatial data sets to be transformed; • “invoke spatial data services”, enabling data services to be invoked.

  5. The INSPIRE Geoportal Current Status • Prototype development • Under the responsibility of JRC • Test drive International standards and specifications • Valuable resource of experiences • Support INSPIRE DT • provides useful testbed for the development of the INSPIRE IR • Current Priorities • Metadata • Discovery services (catalogue interoperability) • View services

  6. Distributed metadata Catalogs Administration Metadata Catalog The INSPIRE Geoportal Components User Interface Metadata Publication Map Viewer Distributed Services

  7. View Client • Catalogue Client • Management • Access control ISO 19115/19119ISO 19139ISO 15836 (DC)OGC CSW-2 The INSPIRE geoportal Architecture

  8. The INSPIRE geoportal Metadata catalogue Provides: • Access to distributed metadata catalogues • Real time search • Harvesting/caching • services and interfaces compliant with international specifications and standards (ISO, OGC) • Search criteria based on the INSPIRE Directive requirements

  9. The INSPIRE geoportal Access to distributed catalogues Pilot projects • JRC Distributed Catalogues study (2006) • Assess state of the art in metadata catalogue technologies and “test drive” use of standards • Specific adapters need to be implemented on a case by case basis • Shortcomings in specification result in too many degrees of freedom in implementations Impact • OGC updated specification soon to be released • ISO TC211 ad hoc group established

  10. The INSPIRE geoportal Partners • Geomis.Portal (DE) • BRGM (FR) • IDEE (SP) • IDEC Catalogue (Catalunya) • Geocatalog (NRW – DE) • EEA • ESA • IGOS (Integrated Global Observing Strategy)

  11. The INSPIRE Geoportal Requirements for participation • Availability of catalogue service • Compliant to OGC catalogue service (OGC CSW 2.0) specification • Availability of metadata • Through a web accessible folder • Upload metadata files to the geoportal • Metadata compliant with ISO 19115/19119/19139 or • Provision of appropriate transformation tools • View services • compliant with OGC WMS • Send us information about mapping applications • shown as map of the month

  12. The INSPIRE Geoportal Requirements for participation • Metadata editor: Metadata created and maintained directly at the geoportal • Access to creation and downloading of metadata is subject to registration (upon request) • Requires request for registration inspire-geoportal@jrc.it

  13. Future Developments • Alignment of metadata editor, search criteria and discovery with INSPIRE IR (2007-2009) • View services according to INSPIRE IR (2007-2010) • Multi-lingual (2007-2010) • Provide reference info to DTs (continuous) • feature catalogues, glossary etc • Download services, incl. security (2009-2011) • Registries (continuous)
