  4. History of Sgt. Rodney H. Bond, Jr. On November 24, 2017, the law enforcement community was heartbroken and devastated by the sudden, untimely loss of Sgt. Rodney H. Bond, Jr. He was a great man, husband, father, son and 14th veteran of Delaware State Police. Rodney held several assignments including patrol shift supervisor and the supervisor of State Police School Resource Officers within New Castle County. As a member of the National Organization of Black Law Enforcement Executives (NOBLE), Rodney served as the Chairman of the Chapter’s Annual Law Enforcement Career Fair. He organized, promoted and recruited hundreds of local, county, state, federal law enforcement agencies, corrections and other public safety agencies.
