The Vision for Qualifications Wales Establish as an Independent National Body Simplify and professionalise the qualification system Be responsible for the Quality Assurance of qualifications delivered in Wales Become the principal authority on qualifications in Wales Develop awarding powers over time

Achieving the Vision Qualifications Wales established as an independent statutory body Phased introduction of statutory functions (quality assurance, advice & support, awarding powers) Establishment of an Independent Board with responsibility for statutory functions Developing accountability arrangements, including future relationships with Government The role of the Advisory Board and Transition Team Building Capacity Stakeholder Engagement and the Communication Plan

Simplify and professionalise the qualifications system Scrutinise, evaluate and improve qualifications within that system Qualifications Wales Supply high quality qualifications to learners in Wales Support and engage with stakeholders Strengthen public confidence in, and information about, qualifications in Wales

Qualifications Wales operating model Independent organisation In time it will have three broad functions: • as a quality improvement body which assures the quality of qualifications in Wales • providing information, support and advice to stakeholders and to the Welsh Government • responsible for the awarding of most qualifications for 14 to 16-year-olds as well as A levels and the Welsh Bac

VQs - Clarity of Purpose We are adopting the European convention of categorising VQs as either: • Initial Vocational Education and Training (IVETs), or • Continuing Vocational Education and Training (CVETs) All VQs are currently being categorised as either IVET or CVET Work is due to be completed by end November 2013 From September 2014, only IVETs will be available for 14-16 year olds For post 16 learners, the categorisation of VQs will help give clarity of purpose

Gatekeeping Incremental changes to process of approving qualifications as being eligible for funding are being introduced • Focus is on • relevance (seen in terms of progression to next-stage education or to employment), and • value (seen in terms of broader educational benefit for the learner). Ask AOs for more information regarding fitness for purpose of qualifications, progression opportunities and employer engagement Sector Skills Councils/Standard Setting Organisations (SSCs/SSOs) or other appropriate employer/sector bodies will be funded to carry out a relevance rating of vocational qualifications to provide one source of information to help with future approval work, and to identify gaps in provision

Sector Qualifications Advisory Panels We are currently exploring the establishment of representative Sector Qualifications Advisory Panels Panels will offer a strategic view of qualifications within their sector, considering both employer and practitioner perspective • As well as fulfilling qualification related functions, it is hoped the panels will: • Comment on post 16 funding delivery plans on an annual basis • Comment on the relevance and value of new or existing apprenticeship frameworks • NOS related activity

Key Messages Wales is… Delivering portable and respected qualifications which will prepare learners for higher learning or employment throughout the UK and internationally Continuing to use internationally recognised qualifications (GCSEs, AS and A levels will remain) Simplifying the qualifications system Delivering a National Qualification system for all learners Delivering new qualifications which meet the needs of employers and HE throughout the UK Continuing to deliver high quality vocational qualifications Delivering an improved Welsh Baccalaureate to ensure learners develop skills that will assist their employability and entry into HE
