  2. PRINCIPALES PROBLEMAS DE LA GESTIÓN • Conformación de grupos interesados en defender el agua y la cuenca, la conformación de comités de cuencas (participativos y democráticos).. • Implementación de legislación, planes o programas. • Establecer el verdadero valor por uso del agua.

  3. PRINCIPALES OPORTUNIDADES • Existencia de un marco legislativo que permite un punto de partida o de continuidad, buscar el mejoramiento. • Existen herramientas compuestas por entidades del estado. • El agua como elemento común nadie puede sentirse excluido. (microcuenca, cuenca, macrocuenca, trasfronteriza, binacionales)

  4. PRINCIPALES ESTRATEGIAS • Sensibilización a todos los niveles. • Crearvinculos inter institucionales (estatales Y privados) multiusuarios con participacioncolectiva. • Diagnósticar, cuantificar, administrar y reglamentar.
