  2. Participant • Determined eligible to participate in the Wagner-Peyser Program and • Receives a service funded by the program in a physical location (e.g., a One-Stop center) or actual service obtained electronically

  3. “Service” does not include: • Registration of eligible person • Local Office Contact • Follow-up for updating/completing information • Using the One-Stop for reasons other than intended purposes

  4. Exclusion • Measure will exclude pseudo Social Security Numbers • Numbers that start with 8, 9 or 000

  5. Exclusion • Measure will exclude those who are employed at participation • Unemployed is counted whether looking or not looking for work.  Underemployed is still counted as employed. 

  6. Employed at the Date of Participation An individual employed at the date of participation is one who: • Did any work at all as a paid employee on the date participation occurs (except the individual is not considered employed if: a) he/she has received a notice of termination of employment or the employer has issued a Worker Adjustment and Retraining Notification (WARN) or other notice that the facility or enterprise will close, or b) he/she is a transitioning service member;

Employed at the Date of Participation con’t • • Did any work at all in his/her own business, profession, or farm; • • Worked 15 hours or more as an unpaid worker in an enterprise operated by a member of the family; or • • Was not working, but has a job or business from which he/she was temporarily absent because of illness, bad weather, vacation, labor-management dispute, or personal reasons, regardless of whether paid by the employer for time off, and regardless of whether seeking another job.

  8. Definition of Program Exit • Participant does not receive a service funded by the W-P Program or a partner program for 90 consecutive calendar days (Federal definition) • Actual exit date is the date of the last service provided

  11. W-P Entered Employment Rate • Match the denominator SSNs against the individuals placed and New Hire Data SSNs for the month of exit and the following three months. • If a match, the placement or New Hire will become part of the numerator • If there is no match, the SSN will count negatively

  12. W-P Entered Employment Rate • Only counts those job seekers who were not employed at participation • The numerator is a subset of the denominator (i.e., the placement SSN or the New Hire SSN must be in the list of exiters to count.

  13. W-P Job Order Wage Rate • W-P Entered Employment Wage Rate to be renamed “W-P Job Order Wage Rate” • Counts all wages $6.40 per hour and above to $99.99 • Based on minimum salary shown on job order wage range

W-P Job Order Wage Rate • Average W-P hourly wage rate at placement based on job orders filled, expressed as a percentage of the regionally adjusted LLSIL • Calculation The average WP program hourly wage rate at entry into employment Divided by: The regionally adjusted LLSIL for a family of 3 (Lower Living Standard Income Level provided by AWI/Labor Market Statistics)

  15. W-P Job Order Wage Rate Numerator Calculation • Job Order 1 10 placements at 6.40 = 64.00 • Job Order 2 2 placements at 10.00 = 20.00 • Job Order 3 1 placement at 15.00 = 15.00 13 placements = 99.00 $99.00 divided by 13 = $7.61

  16. Wagner-PeyserCustomer Satisfaction (Employers) • The score is based on a monthly telephone survey. The score is based on employer ratings regarding overall satisfaction of services provided reported on a scale of 0-100 (Statewide Standard is 73.0) • Calculation Each question is rated on a score of 1-10. The responses are weighted using a formula based on the American Customer Satisfaction Index (ACSI). Divided by: • Employers selected from WP Data Base

  17. Wagner-PeyserCustomer Satisfaction (Individuals) • Based on a monthly telephone survey, the average participant rating for questions regarding overall satisfaction reported on a scale of 1-100. (Statewide Standard for WP for this PY is 80.0) • Calculation Each question is rated on a score of 1-10. The responses are weighted using a formula based on the American Customer Satisfaction Index (ACSI). • Number of participants responding in the monthly telephone survey Divided by: Individuals selected from OSMIS Job Seeker Registrations
