EPSRC Policy Framework on Research Data(Engineering & Physical Science Research Council) April 2011:9 data management expectations • Expectations cover university policy, publication, access restrictions, metadata, length of preservation, non-digital data & resourcing • University, not researchers, responsible for compliance May 2012: roadmaps required • Plans for how compliance will be achieved May 2015: full compliance required • Non-compliance will result in sanctions, including ineligibility for future EPSRC funding http://www.epsrc.ac.uk/about/standards/researchdata/Pages/default.aspx
University of Bath Roadmap for EPSRC • Available at opus.bath.ac.uk/31279 • Adapted from Strategy & Strategic Plan • 21 objectives aligned with University’s corporate plan & mapped to EPSRC expectations • Milestones for delivery to ensure compliance by 2015 • Ratified by the Pro-Vice Chancellor’s Group and University’s Research Committee • Positive feedback from EPSRC: “an excellent example of an appropriate response [that] fully meets our needs for assurance that the University is taking our policy framework on research data seriously”. Roadmap Implementation 2013-2015 • Research360 project piloting many activities that will be built on from 2013 • Business case will ensure sustainable resourcing of data management infrastructure • Strategic group oversee data management activities • New data management website & email address already launched • Training workshops regularly run & guidance resources in development • Secure storage for active data available to all funded researchers • New data management policy in development
Policy Development: Funder vs. University Needs Researchers must comply with the policy • Requirement of EPSRC expectation 3 • Policies are enforceable rules • Non-compliance considered under disciplinary procedures • Researchers can’t comply if infrastructure’s not yet ready Scope of the policy must be clear • Focus on EPSRC funded researchers but applicable to entire university research community • Academics, students & professional support services • Exclude data generated for use entirely outside the university • Contract research • Students embedded in industry
Policy Development: Funder vs. University Needs Fulfil EPSRC expectations • Publication of metadata within 12 months of data creation – include how data can be accessed Comply with current collaboration agreements • Don’t currently address publication of research data • Often preclude free and open sharing of data Inform future collaboration agreements • Reassure potential partners about confidentiality of commercially sensitive data • Ensure publication protocols are established that include data publication • Policy development involved considerable stakeholder consultation • Consultation process means stakeholders feel engaged & will support implementation
