Who is Rudawitz? • CAP member since 1976 – CAWG till 1999 • Have held various positions including SQ Cmdr, PAO, Gp ES, CAWG GO Special Projects • Extensive Ground SAR experience including MRA, NASAR & CAP • Extensive ES experience including ARC, CA SMR, and employment • Ham radio operator, communications engineer • IT Architecture Consultant with IBM • Evangelical missionary for technology and “out of the box” thinking All Hands Meeting April 2001

Operations – ES Support • Operations is our major customer • Primary requirement - support of ES missions - SAR, CD and DR • Support for MMU • Significant involvement in training exercises • Coordination and communication with allied local, state and federal agencies All Hands Meeting April 2001

ES Requirements • Communications is essential for command, control and safety • Immediate response to a SAR or DR incident • Fully functional communications required from mission onset • Continuous communication with deployed CAP assets • Assets being deployed are primarily airborne All Hands Meeting April 2001

  9. Communications Requirements • Immediate availability and air transportable • Support location insensitive command environment • Ability to establish operations base coincident with air arrival of IC • Reduce dependence on member owned assets All Hands Meeting April 2001

Fixed Repeater Coverage for North Coast and the Gorge • Current system unable to support CAP VHF coverage from Portland without launching HighBird (safety) • Suitable site identified for coast (Mt. Hebo) • Floating a plan to coordinate with WAWG for Gorge coverage All Hands Meeting April 2001

  20. Training • Increase training opportuntities • Nets • SAREX • Training classes • Encourage active participation by Cadets All Hands Meeting April 2001

  21. IT Enhancements • Expand Intranet to be highly functional and useful to all members • Facilitate WMU usage throughout wing • Interconnect packet and CAPTALK and both with Intranet • Exploit web technology and Internet to the maximum extent possible All Hands Meeting April 2001

  22. Expand Intranet • Put everything we need to know on our Intranet • Archive formal memoranda and message traffic • Training • Reference data • Complement NHQ and WMU • Replace paper and the mail • Replace countless questions and inquiries All Hands Meeting April 2001

  23. Facilitate Wing-wide WMU usage • Get every unit commander, unit admin officer on line • Provide assistance to all members • Actively participate in WMU enhancements All Hands Meeting April 2001

  24. Interconnect packet and CAPTALK and both with Intranet • Create a web based interface to compose and send CAPTALK and formal radio traffic • Archive all formal traffic on the Intranet All Hands Meeting April 2001

  25. Split CAPTALK Formal/Informal • Create a formal channel separate from the informal CAPTALK • New service would be for formal traffic and correspondence • Members can subscribe to either or both • Create web-based interface for submission All Hands Meeting April 2001

Gauthier – Plans & Training • Planning • Events: • Field Day 2001 • 821 set to be deployed to the 4-H Center in Salem area • Provide training to CAP members on use of 821 • Public visibility for CAP • Using 821 for training will ensure that any problems can be identified and corrected before being needed on a mission • Some Local / State Officials are expected to attend • SSTV would also be a plus! Gutzka to upgrade repeaters for NTIA compliance • Work w/ ES, Logistics, & Transportation to create 2-3 Mission ready vehicles • Radios, DF Equipment, Warning Lights, Other Equip. • Position vehicles strategically across state • Wing Blazer is my first choice! Some priorities from the ES side • Tech specs to have the GPS's installed with an output plug to feed the data for APRS. • At least 2 aircraft equipped with external antenna for APRS or SlowScan • At least 2 aircraft equipped with APRS by the July Eval. • A revamped SlowScan box for the Aircraft & Ground unit that is portable and Bullet proof to broken wires etc. • Airborne repeater (1 each) All Hands Meeting April 2001
