Milestone 1: Matrix of donor activities produced on annual basis, to an agreed format • Milestone 2: A study is carried out to assess the degree to which technical assistance in the health sector is harmonised and aligned • Milestone 5: Government approves the TOR for the HPG and a dedicated funding mechanism for HPG activities is established, including HPG secretariat • Milestone 6: Review of transparency, accuracy and timeliness of financial information provided by partners

  3. MILESTONE 1 Matrix of donor activities produced on annual basis, to an agreed format. First matrix to be prepared by WHO, thereafter MOH

  4. Objectives To provide an overview of investment projects in health and trends over time, To identify supports from partners in health To identify supports from partners for different provinces, and aid mapping To identify gaps between commitment and implementation

  5. Key information that need to be collected • Project title (English and Vietnamese) • Project code • Name(s) of donor/co-donor • Donor group • ODA form • Governing agency • Project owner/Implementing agencies • Project type • Support areas

Implementation process • Stage 1:Develop the Matrix in Excel format (data collection form) • Stage 2:Once data on partners’ activities is collected, an integrated database will be developed (in software formatwhich contains all information regarding development partners’ activities • Stage 3:Post this database to the MOH’s website. This webpage also contains the Legal documents in health as well as other documents on development of Viet Nam and the health sector, policies of those donors operating in health, and experience in implementing projects. • Stage 4:Maintain and update contents of the database and the Webpage

  8. Outputs • Data can be retrieved in tables/forms to be used for planning such as: The number and total budget of projects categorised by • in charge agency or donor group, • forms of support, • support areas, • central level or local level, • geographical areas, etc. and • mapping of the aid

  9. MILESTONE 2 A study is carried out to assess the degree to which technical assistance in the health sector is harmonised and aligned

Objective • Assess in a comprehensive study the degree to which technical assistance in the health sector is harmonised and aligned • Recommend feasible and pragmatic short, medium and long term options to overcome identified constraints and propose a methodology for ongoing monitoring of developments in the sector in terms of alignment and harmonisation

Scope of Work • The consultants will carry out a thorough assessment of the strategies & policies, programmes and projects and roles of all stakeholders therein • Purpose: to assess the level of harmonisation and alignment of technical assistance in the health sector regarding to procedures, the inputs, the appropriation of the supply and coordination between development partners and Vietnamese side.

Mục tiêu • Improve communication and coordination within the health sector, including all relevant stakeholders and national and local level; • Promote a multi-sectoral approach to achieving health goals which draws in all relevant parts of government and development partners; • Optimize the overall effectiveness of development partner support to the health sector; • Optimize donor coordination and transparency, reduce duplication and fragmentation in the delivery of health aid

  17. MILESTONE 6 Review of transparency, accuracy and timeliness of financial information provided by partners

Objectives • Provide a methodology to assess the level of transparency, accuracy and timeliness of financial information provided by donors in the Vietnamese health sector; • Determine the level of transparency, accuracy and timeliness of ex ante and ex post financial information on support to the health sector of Vietnam, and the reasons underlying good or bad performance in these areas; • Recommend how transparency, accuracy and timeliness of partners' financial information can be improved, the tools that may help in doing so, and the extent of the improvement that can be expected in the short, medium and long term

  19. Inputs • The outputs from the work carried out under MS 1 (donor database development and completion), specifically • Feedback from donors on the format of the database and the feasibility of obtaining information on the indicators selected • The completed database, cleaned and checked by ICD in coordination with DPF • Minutes of the consultation meeting to discuss the format of the database • Report, analysis and recommendations from developing the database • Results of discussions with development partners, MPI and technical staff within ICD and DPF of MoH • Information on ODA projects generated through AMT • Analysis of existing processes and documents containing information from partners on planned, on-going and completed projects….

  20. Expected outputs • The first output should be a comprehensive report which will include several distinct components: • Presentation of methodology used to review the transparency, accuracy and timeliness • Comprehensive analysis of transparency, accuracy and timeliness of financial information provided by donors • Recommendations on how/the extent to which these dimensions might be improved in the future • The second output will be conducting a workshop with stakeholders from MoH and other Ministries, and development partners, in order to • Present and discuss the results of the analysis, including existing challenges faced by each group of stakeholders • Discuss ways forward to improve transparency, accuracy and timeliness of financial information in the future
