  1. 2013 ANNUAL REGISTRATION OF STUDENTS WITH VISUAL IMPAIRMENTS AND DEAFBLIND ANNUAL CENSUS WHO QUALIFIES FOR THE DEAFBLIND CENSUS It is the policy of Region 10 Education Service Center not to discriminate on the basis of race, color, national origin, sex or handicap in its vocational programs, services or activities as required by Title VI of the Civil Rights Act of 1964, as amended; Title IX of the Education Amendments of 1972; and Section 503 and 504 of the Rehabilitation Act of 1973, as amended. Region 10 Education Service Center will take steps to ensure that lack of English language skills will not be a barrier to admission and participation in all educational programs and services.

  3. Changes • No information sent via postal mail • Email information ONLY • Special Education contact listed on AskTED

  4. Accessing Reports • Log in • County district number-no hyphen • Password • 8 string code sent by Texas School for the Blind and Visually Impaired

  5. Important Dates • January 7, 2013 • Students receiving VI services in your district • January 31, 2013 • Must be completed!

  6. Special Attention • Grade levels of students on report • Infant Program (IP) and Preschool (PS) • No automatic update • Eye medical • MUST be current as of January 7, 2013 • 504 students • Include on Registration if receiving accommodations because of visual impairment • Write 504 under 1st handicapping condition column

  18. Students on the Deafblind Census • Who may be on the Deafblind Census? • A student who is coded Visually Impaired (VI) and is not coded AI, DB or at-risk for deafblindness? • No

  19. A student who is coded Deafblind (DB) (with or without any other labels)? • Yes

  20. A student who is coded Visually Impaired (VI) and Auditorily impaired (AI)(with or without any other labels)? • Yes

  21. A student who is coded Visually Impaired (VI), not coded Auditorily Impaired (AI), but is at-risk for Deafblindness because of a suspected auditory condition? • Yes

  22. A student is coded Auditorily Impaired (AI), not coded Visually Impaired (VI), but at-risk for Deafblindness because of a suspected visual condition? • Yes

  23. A student who is not coded Auditorily Impaired (AI) or Visually Impaired (VI), but is at-risk for Deafblindness (DB) because of suspected auditory and visual conditions? • Yes

At-Risk Students • Census Deafblind At-Risk Check-list • http://www.tsbvi.edu/deafblind-census/1981-instructions-for-completing-the-deafblind-census • A student with a suspected vision or auditory impairment may be on the Deafblind Census 1 year. • Status of vision or auditory impairment must be determined within this time

  25. Other Considerations • If a student is coded Deafblind (DB), and has a visual impairment (VI) code, then the VI code does not need to be listed • If a student is coded Deafblind (DB) and receives services from a Regional Day School Program for the Deaf, then auditory impairment (AI) code must be listed • Deafblind (DB) should be listed first in order of PEIMS codes

  26. Consent for Release of Confidential Information • All students with a visual impairment must have Consent for Release of Confidential Information from the Registration of Students with Visual Impairments signed • In addition, all students on the Deafblind Census must have Consent for Release of Confidential Information from the Deafblind Census signed • Students who are coded VI and also on the Deafblind Census must have both forms in their eligibility folders • http://ritter.tea.state.tx.us/special.ed/forms/viforms.html
