EU environmental research: Current activities and future prospects Nikolaos Christoforides European Commission, DG Research I.1
Content of presentation • FP6: • results of the first two calls • New policy drivers • 3rd call for proposals • New Communication on the future of European research • Conclusions
Results of the first two FP6 calls • Learning phase for IPs • From 1 to 2 stage evaluation • Dimension and coherence of the proposals • Learning phase for NoEs • Reasonable size corresponding to a credible integration • Differences from CAs • STREPs • Choice of the “up-to-two” for STREPs • Participation not satisfactory • New Member States, Candidate Countries, Third Countries, SMEs and Industrial partners, smaller players
New policy drivers (1) • The Communication on the Environmental Technology Action Plan (ETAP), with three main actions for DG RTD: • Increase and focus research on environmental technologies • Technology Platforms (Water, sustainable chemistry) • European Testing and Verification networks for environmental technologies
New policy drivers (2) • The Environment & Health Action Plan • 13 action points: e.g. • Action 2: develop integrated monitoring of the environment to determine human exposure • Action 5: integrate and strengthen European environment and health research • The launch of the GEO (Group on Earth Observations) process • GEO established at the last EO Summit, Washington, July 03 • GEO to coordinate world efforts and to prepare a 10y implementation plan • DG RTD Director General (A.Mitsos) nominated as co-chairman • Next EO summit in Brussels on February 05 to launch the 10y action plan
Consequences for the 3rd call • A more technology-oriented Work Programme • New subjects connected with the political initiatives: • ETAP • Environment and Health Action Plan • The GEO process • Emphasis on: • New Member States and Candidate Countries • International Co-operation – participation of third countries • Participation of SMEs
3rd Call – Sub-Area IImpacts and mechanisms of greenhouse gas emissions … • 3 IPs • Nitrogen cycle and its interaction with the C-cycle • Adaptation and mitigation strategies • The past climate and its dynamics • 1 STREP Area • Ocean-atmospheric-chemistry interactions
3rd Call – Sub-Area IIWater Cycle and Soil-related aspects • 6 IPs: • Assessing the vulnerability of global water resources to environmental change • Advances in flood and drought forecasting • IntegratedrRisk-based soil/water management • Integrated urban water management • Technologies and systems for drinking water • 4 STREP areas: • Twinning European/Latin American river basins • Membrane bio-reactors for municipal wastewater • Sewage sludge treatment, disposal and re-use • Water reclamation and artificial groundwater recharge • 2 indications of SSA topics: • Technology Platform on water supply and sanitation • Technology Platform on Sustainable Chemistry Technologies !
3rd Call – Sub-Area IIIBiodiversity and Ecosystems • Networks of Excellence • Taxonomy for biodiversity and ecosystem research • Genomics for terrestrial biodiversity and ecosystem research • Integrated Project • Shaping biodiversity conservation strategies for terrestrial and freshwater ecosystems • STREPs and CAs • Technologies and risk assessment in pollution disaster areas
3rd Call – Sub-Area IVMechanisms of desertification and natural disasters • Integrated Project • Integrated forest fire management • STREPs • Volcanic risk assessment • Long-term forecasting of landslides hazards and avalanches • Suggested topics for SSAs • Desertification: from science towards application
3rd Call – Sub-Area VStrategies for sustainable land management • Integrated Projects • Integrated Coastal Zone Management (ICZM) • Development and application of integrated approach and tools for sustainability of forest status, management and production • Co-ordination Action • Present state of knowledge relevant to ICZM (1 only) • STREP/CA • Education and training for sustainability impact assessment
3rd Call – Sub-Area VIOperational forecasting and modelling, including global climatic change observation systems • Integrated Project • Earth System Observations • Indication of topics for SSAs • Enhancing co-operation between Europe and developing countries within the context of global earth observation systems (GEO) • Exploitation of results of research projects relevant to the Group on Earth Observations (GEO)
3rd Call – Sub-Area VIIComplementary research • Integrated Project • Integrated assessment of environmental stressor, their interactions and development of methods and models for evaluation of combined human exposures • Co-ordination Action • Environmental analysis and monitoring of emerging environmental pollutants
3rd Call – Sub-Area VIIICross-cutting issues • STREPs or CAs • Testing networks for environmental technologies (ETAP)
3rd Call – Sub-Area IXSpecific Support Actions • SSAs • Desertification : from science towards application • Technology Platform on Water Supply and Sanitation • Technology Platform on Sustainable Chemistry • Complex Environmental Systems • Actions such as the European Network for Research in Global Change (ENRICH) • Enhancing co-operation between Europe and the developing countries within the context of global earth observation systems (GEO) • Exploitation of results of research projects relevant to Group on Earth Observations (GEO)
3rd Call – Other information • Budget allocation • New Instruments 150 M€ • STREPs and CAs 50 M€ • Specific Support Actions 5 M€ • Timetable • Publication 16 June 2004 • Closure date 26 October 2004 at 17:00 Brussels time • Evaluation system for the NI • 2 stages for IP-NoE • 1st stage outline 15 p. max, few criteria of evaluation (for IP: relevance, potential impact, S/T excellence; for NoE: relevance, degree of integration and the JPA) • Indicative closure of 2nd stage 15 March 2005
New Communication on EU research: experience with FP6 • Very high level of response and participation • 28,000 proposals and 150,000 institutions • Implementation on track • 200 IPs and NoEs to date • Concerns: • Oversubscription • New instruments • Engagement of industry in some areas
