Develop Project Charter: Inputs • Project Statement of Work: • A narrative description of products to be delivered. • It references (a) Business case (b) Product scope description (c) Strategic plan. • Business Case: • It is created as a result of one or more of the following: • Market demand • Organizational need (e.g, creating a new business line) • Customer request • Technological advance • Legal requirements • Ecological impacts • Social need (e.g, welfare projects)

Expert Judgment • Expert judgment is often used to assess the inputs used to develop the project charter. • It is applied to any technical and management details during this process. • It is provided by any group or individual with specialized knowledge or training such as: • Other units within the organization • Consultants • Stakeholders, including customers or sponsors • Professional and technical associations • Subject matter experts • Project management office (PMO)
