University of Split • Founded in 1974 • Consists of 14 faculties and departments (natural, technical, biomedical, social, arts, and humanities) • Faculties are still legally independent entities • to be integrated by the end of 2007. • About 15 000 students • with vocational students: about 22 000 • New Campus in construction • 80 000 m² of newly built space (within next 2-3 years)

  3. Membership in International Associations : • European University Association (EUA) • International Association of Universities (IAU) • Association of Mediterranean Universities (CUM) • Alps-Adria Rectors’ Conference (AARC) • Danube Rectors’ Conference (DRC)

University of Split: staff and budget • Teaching staff: 734 professors (from assistant professor level to full professors), together with 160 research and teaching assistants • Administrative staff: 370 people • The total budget at University of Split: around 30 million Euros for 2004. Government funding amounted to 70 % of this sum, whereas around 30 % of funding was obtained through other means (mostly student fees, research and professional projects).

University of Split: research • Research activities are funded mostly through the funds of the Croatian Ministry of Science, Education and Sports (114 research and 15 technological projects), while about 30 research projects have additional international funding. • Two independent research institutes (Mediterranean Agriculture and Fisheries and Oceanography). • The newly established Mediterranean Institute for Life Sciences (MedILS).

Bologna process implementation at University • 57 (first cycle) and • 63 (second cycle) University study programmes, as well as • third cycle is still under the accreditation process • 20 vocational study programmes • Nearly all study programmes: as 3+2 scheme; • only 10 of them as 4+1, two as 5+0, and medicine as 6+0 scheme

  8. Lifelong learning - background: • 2004. Croatian Government launched strategy for education of the adults • Lifelong Learning is recognised as one of the crucial points towards the society of knowledge • Forthcoming Croatian laws about education of the adults and about Lifelong Learning • The laws emphasise knowledge, skills and capabilities regardless the types of learning and training, i.e. formal, non-formal and informal learning. • Growing need for National Qualification Network

Lifelong Learning at the University of Split: • Lifelong Learning educational system is not properly recognised. • Lifelong Learning is only another new buzzword, nothing else • Various types of professional trainings in coordination with the professional chambers, ministries and legislation. • Faculty of Maritime • Faculty of Civil Engineering and Architecture • and others • Differential programmes for students/adults – transfer from vocational to university degrees • Introduction of the LLL in the University’s rulebook for study system

Recommendations (at national level): • Imperative to adjust Croatian education system to the European systems • Obtain higher level of education for the citizens • Developing the lifelong learning system and making tertiary education more flexible • Flexibility of the new programmes regarding Lifelong Learning • Building a National Qualification Framework • Change of the financing model and increasing public responsibility for HEI • Reform of professional/vocational schools • Integration of the University

Needs (economy, labour market): • Capability of an individual to apply his/her skills, knowledge and creativity in a dynamic labour market • Education at educational institutions, at work or at home by distance learning (e-learning) • LLL for employed, unemployed, young people who stopped their education, working-capable retired people • Education centres for regular students, adults, and short programmes for the certifications of various professions or certifications of skills without formal degrees or programmes • Increasing the capacity of HEI (lecturers, physical capacities) • Financial support for the professions that are deficit on the labour market

Some of our interests and goals (at the University) • To build and develop Lifelong Learning educational system • to recognise all types of LLL at the University – first step • to express diverse learning in credits – second step • ECTS for Lifelong Learning • workload and • learning outcomes • Develop particular teaching activities within LLL at University • Increase access for learners from professional life and other non-traditional learning environments. • Build cooperation with regional labour market

Lifelong Learning – Needs and Expectations (University of Split) • 3LUC: • A methodology for building LLL at University • A set of documents and other materials covering principles: • LLL teaching manuals, PowerPoint presentations, glossary, guidelines • Quality management guide for self-assessment of LLL • Documents and other materials for uni-administrators dealing with LLL • Other: Law, National Qualification Framework
