Infrastructure Prerequisites • Address parking/transportation issues for visitors and adequate for residents • Assure open space is “really” on the waterfront (not back several streets) and capitalizes on extraordinary Boston Harbor location • Maintain HarborWalk – and monitor compliance • Balance density of development across Navy Yard FCNY_WA_plan
SPDF Theme Proposal • Create active/dynamic/interactive “Museum” • Make it “irresistible”, highlight time dimension, broad not niche • Consider “naval” focus – highlight WW II history, using opposite end of Navy Yard • For learning: • Include “nautical” elements – mini sail loft, boat building • Also feature harbor cleanup, marine biology, environment - include sailboat rides, lobster/fishing trips • Consider tie to Kennedy Museum (w/ water shuttle between), Boston Marine Society • Maximize Courageous Sailing • Dramatically expanded/transformed, regional center • Need expansion space, but do not impact “wind” requirements • Expand/enhance Bunker Hill Community College • Desperate need for space • Connect to MGH for course work: water/marine related FCNY_WA_plan
Additional Comments • Could implement 1 or more SPDF themes • There is opportunity for linkage • Desired state: each reinforces another • Need to clearly define: • SPDF funding alternatives • Timing for SPDF implementation • Approaches for ongoing SPDF maintenance and security • Other ideas: • Sports Center – ice skating (indoor/outdoor), softball, tennis • Park with maritime theme (could complement “museum” with outdoor elements”) – include carousel, location to fish, etc. • Community Theatre – outdoors “Hatch Shell” concept FCNY_WA_plan
Definitions(from January 20 Presentation) • Facilities of Public Accommodation (FPA) • Reserved ground floor space over filled tidelands for public use in non-water dependent developments • Special Public Destination Facilities (SPDFs) • “FPAs that enhance the destination value of the waterfront by serving significant community needs, attracting a broad range of people, or providing innovative amenities for public use • Such facilities may include cultural uses… special consideration shall be given to those which encourage diversity in the pattern of uses and population of users at the waterfront, and special efforts shall be made in the regard to solicit creative use concepts from the planning and advocacy community at-large: • In the choice of facility operators, special consideration shall be given to public or non-profit organizations that otherwise would be unable to afford market rates for waterfront space…” FCNY_WA_plan
