  5. Introduction • Statistics South Africa conducted census in 2011, and the release was in 2012, a year after data collection. • Municipalities and other sectors use census data for planning and evidence-decision making.

Introduction…. • As part of Stats SA initiative, ILembe District Office (Stats SA Office) has embarked on census dissemination in all the four local municipalities in ILembe District. and • The district Office has also disseminated in various forums such as Sukuma Sakhe, Intergovernmental forums, and Planners forum, War rooms and others

Statement of the research problem • A study was conducted to measure how in-school youth participate in IDP road shows organized by Mandeni municipality. • It also measured learners’ perceptions and interest in pursuing a career in statistics, as well as subjects that has potential of producing Statisticians and Town Planners.

Aim and objectives of the study The ultimate goal of the study is to: • Ensure that in- school youth is aware of the service delivery plan (IDP) • Instil a culture of consulting statistics when analyzing service delivery issues. • Lastly, expose them to applied statistics and eradicate a fear of numbers.

Limitations of the study • The study focused on a sample of three High Schools instead of ten profiled Senior Schools. • Not all learners in different streams participated in the survey due to time constraints and third term examination. • Other data items were not measured, such as the use of census data when conducting school research.

  10. Limitations of the study...... • Not all learners in different grades were afforded the opportunity to complete the questionnaire. • Instrument used to collect data was not scientifically researched; it was specific to need.

  12. Introduction • The previous chapter provided the overview of this study by dealing with the background, Statement of the research problem, aims and objectives of the study, and limitation of the study.

  16. Introduction • Providing knowledge to in-school youth on how municipality plans for service delivery and type of data used to support planning is of paramount for the youth of Mandeni.

  17. Research design a) Sample Survey A sample survey was chosen for this study, due to the following reasons: • Low-cost • Greater speed for collection • Greater scope • Greater accuracy

  18. Research design Sampled Schools The following three schools were selected: • Isinyabusi High School, • Udumo High School, and • Tugela High School. • The two schools are from urban area while the other school is located in a rural area.

Comparative Study findings: Three Senior Schools • The above findings indicate that in-school youth are so keen to study statistics, though some of them don’t know Statistics SA. • About 70% of learners in Udumo High School know Statistics SA and willing to enrol a degree in statistics, and 60% of them want to be Statisticians.

Comparative Study findings: Three Senior Schools.... • On the other hand, about 77% of the learners in Isinyabusi indicated that they want to enrol statistics, and only 23% that showed no interest in studying statistics. • About 73% of the learners in Isinyabusi High School want to be future Statisticians, while 15% showed no interest and 12% did not indicate.

Comparative Study findings: IDP Analysis and Public Participation In terms of IDP initiatives, in-school youth (learners) indicated the following: • Learners from Udumo High School are willing to participate in IDP initiatives or road shows, whereas Isinyabusi and Tugela showed less interest.

Comparative Study findings: IDP Analysis and Public Participation • In terms of participation in IDP road shows, none of the learners from Udumo High school, while 15% at Isinyabusi and 17% in Tugela High school have participated in the programme. • When asked if they want to consider a career in Town Planning, about 40% of the learners at Udumo High School like to consider this career, whereas, Tugela (28%) and Isinyabusi (8%) showed less interest.

Comparative Study findings: IDP Analysis and Public Participation • In terms of knowing if parents participate in IDP road shows, about 42% of learners at Isinyabusi indicated that indeed, their parents participate in IDP initiative, however, at Tugela, only 14% that confirmed parents’ involvement while it is 5% at Udumo High School.

Recommendations • As the findings indicate that Stats SA and IDP initiatives are not known by some of these in-school youth, therefore, Stats SA, Mandeni municipality & DoBE partnered to roll-out the programme on IDP and Statistics. • This initiative still requires intensive consultations with other stakeholders.

Recommendation.... • The above highlighted areas in the table, needs intervention. • The data indicate that almost 90% of the learners (in-school youth) at Udumo High School, which is located in Sundumbili, have not been to Mandeni municipality (Grade 12). • Municipality should encourage In-school youth to participate in IDP road shows to avoid service delivery protest, e.g. Enyoni.

Recommendations • About 41% of the learners from Tugela High school which is located at High View Park are not willing to participate in IDP initiatives, therefore, it is more likely that they don’t even know the war rooms in their areas of residence. • War room conveners and youth ambassadors should visits schools and alert in-school youth about municipality’s programme.

Way forward.... • Stats SA & Mandeni municipality should roll-out a talk show or Symposium where learners will use census data to analyze municipality IDP. • For this initiative, 10 Secondary Schools have already been profiled for this purpose. • Three Learners per each school to present their findings and advise municipality • Trophy and certificate to be awarded in participating schools (Learners) • The SG and Mayor to award learners with the certificate

  36. Way forward..... • Both Stats SA and Mandeni municipality should organize the Task Team that will make sure that this initiative is realized. • Invitation will be extended to DoBE & Youth Commission • Mandeni Municipality and Stats SA should show case their functions and plans as well as career guidance • If available, the Statistician General should address the learners.

Concluding Remarks • This study provided the snapshot of the outcome that can be achieved by South Africa if Mandeni municipality and Stats SA partner in empowering youth with knowledge and career opportunities. • The programme itself has a potential of producing Statisticians and Town Planners for South Africa and the world.
