U.S. Climate Change Strategy • Slow the growth of GHG emissions • Reduce emissions intensity (tons/$GDP) by 18% between 2002 and 2012 • Develop strong domestic programs: ENERGY STAR and Climate Leaders • Invest in technology • Focus on long term R&D • Invest in science • Reduce scientific uncertainties and better understand climate change impacts • Enhance international cooperation • Asia-Pacific Partnership and Methane to Markets
Massachusetts v. EPA • A number of environmental organizations petitioned EPA to regulate emissions of carbon dioxide and other greenhouse gases from new motor vehicles and engines as “air pollutants” under section 202(a)(1) of the Clean Air Act. • Court held: • States have standing to bring the claim • EPA has authority to regulate GHGs as air pollutants • EPA must reevaluate its decision whether to regulate GHGs from mobile sources.
President’s May 14 Announcement • President Bush directed EPA, DOE, DOT and USDA to take the first steps toward regulations that would cut gasoline consumption and greenhouse gas emissions from motor vehicles. • Includes: • Setting a mandatory fuels standard to require the equivalent of 35 billion gallons of renewable and other alternative fuels in 2017 • Reforming and modernizing corporate average fuel economy (CAFE) standards for cars and extending the current light truck rule
National Vehicle Mercury SwitchRecovery Program • EPA signed MOU August 2006 with steelmakers, automakers, recyclers, environmental groups and states • MOU established an EPA-approved program for mercury switch removal. • Data collection and tracking provides steelmakers and others with assurance that switches have been removed.
EAF Area Source Rule • EAFs subject to area source regulation because of mercury and other hazardous air pollutants • EPA will issue proposal this summer • Must issue final rule by December 15, 2007. • Mercury switch recovery program likely will provide best compliance option
