Consumer Auto Database Overview Drivers Privacy Protection Act (DPPA)- 1994 • required states to provide notice and opt-out procedures before a state could make its drivers license and motor vehicle license lists available to direct marketers, among others • Permissible use: For bulk distribution for surveys, marketing or solicitations if the State has obtained the express consent of the person to whom such personal information pertains.
