  1. Seabasing Doctrine & the Seabasing Brand

  2. Purpose: Examine how seabasing is viewed and defined by the operating forces and the joint community Objective: Discuss and identify the definition of seabasing Identify and discuss seabasing-related doctrine; identify potential doctrinal gaps Develop a template for a seabasing communication strategy to make seabasing more relevant to operational planning and execution Facilitator: Connectors & Doctrine Branch, SID Agenda 3

  3. MCRP 3-31.1A/NWP 3-02.12, Employment Of Landing Craft Air Cushion (LCAC), 1997 Naval Transformation Roadmap, 2003 Defense Science Board TF on Sea Basing, 2003 Seabasing Joint Integrating Concept, 2005 MCWP 3-31.7/NWP 3-62M, Seabasing, 2006 Naval Operating Concept, 2006 TRADOC PAM 525-7-10, CCP for U.S. Army Contributions to Joint Land Operations from a Joint Sea Base 2015-2024,2009 JP 3-02, Amphibious Operations, 2009 Seabasing Definitions 4

  4. The deployment, assembly, command, projection, reconstitution, and reemployment of joint power from the sea without reliance on land bases within the operational area. JP 3-02, Amphibious Operations, 2009 We have always ‘done’ seabasing at some level… have been able to accomplish & sustain the mission while at sea. Seabasing expands the capability to a national level to enable assured access for joint/coalition/interagency forces Seabasing is more than just a collection of platforms (“sea base”), more than at-sea arrival & assembly, at-sea transfer & at-sea reconstitution,… Seabasing should be viewed as the umbrella, rather than a parallel pillar next to Sea Strike and Sea Shield Seabasing is a ‘way of operating’. Do we need to add back “sustainment” into the definition? Definitions Discussion 5

  5. MCRP 3-31.1A/NWP 3-02.12, Employment Of Landing Craft Air Cushion (LCAC) 1997 MCRP 3-31.2A/NTTP 3-15.24, Mine Countermeasures In Support Of Amphibious Operations 2008 MCWP 3-31.5, Ship-To-Shore Movement, 2007 MCWP 3-31.7/NWP 3-62M, Seabasing 2006 MCRP 3-31B, Amphibious Ships and Landing Craft Data Book, 2001 (combining w/ MCRP 4-11.3G, Unit Embarkation Handbook) MCWP 3-32/NTTP 3-02.3M, MPF Operations 2004 (under revision) NTTP 3-57.3, Naval Humanitarian and Civic Assistance (HCA) Operations, 2009 MCRP 4-11C, Combat Cargo Handbook, (signed 27 Sep 2010) MCRP 4-11.3D, The Naval Beach Group, 2001 MCRP 4-11.3G, Unit Embarkation Handbook, (under revision) Current Doctrine 6

  6. JP 3-02, Amphibious Operations, 2009 JP 3-18, Joint Forcible Entry Operations (JFEO), 2008 JP 3-29, Foreign Humanitarian Assistance, 2009 JP 3-32, Command and Control for Joint Maritime Operations, (Includes Ch 1, 27 May 2008), 2006 JP 3- 68, Joint Noncombatant Evacuation Operations, 2007 JP 4-01.2, Sealift Support to Joint Operations, 2005 Current Doctrine 7

  7. There is a consensus in the panel that there is a need for a joint seabasing publication Checklist on how to develop a sea base needs to be in Seabasing pub Use the dual designated seabasing pub as basis Identify as a joint national capability Means for institutionalizing at the joint level Key part of the communication strategy Map back to the other seabasing-related doctrine Establish joint seabasing training program. Open-up “seabasing discussion” across the joint community; allow for joint community input Provide a means for a better understanding of seabasing for the JFCs A joint seabasing publication would tie together all current and related seabasing doctrine Doctrine Discussion 7

  8. Information Resources Seabasing COE OPNAVINST 3501.316A, Policy for Composition and Mission Capabilities of Strike Forces, Strike GPs, & Other Major Deployable Elements ROC/POEs (http://doni.daps.dla.mil/allinstructions.aspx) Doctrine (Joint, USMC and Navy Doctrine websites) PREPO resources Lines of Coordination When should seabasing be recommended? By whom and to whom? Coordination with Lead Planning Organization Roles GCC J3/4/5 Service Component Cdr JFMCC HQMC/USN Seabasing Advocate (PPO, USFF, or OPNAV?) Communication Strategy 8

  9. Gap at joint level to inform staffs on seabasing capabilities, and for RFF development.  Potential resolutions: Seabasing COE (USA, USN, USMC signators) develop joint seabasing doctrine Institutionalize seabasing through education at all levels Build “seabasing” Unit Type Codes (UTCs) in Joint Operational Planning and Execution System (JOPES) with baseline capabilities e.g., NEO (PHIBRON STAFF, MEU, LHD, LPD, LSD), HADR (PHIBRON STAFF, MEU, LHD, LPD, LSD, MPS, T-AH), etc. Use the UTCs in the Joint Capabilities and Requirement Management System (JCRMS) to build baseline seabasing capabilities for the RFF process. JCRMS is a tool the GCCs use for submitting RFFs to JCS. JCRMS allows for a certain amount of data for descriptions of capabilities. Similar to OPNAVINST ROC/POE data. Communication Discussion 8
