  2. THE PROJECT • Cultural heritage is a driving force for the urban economy of many European cities. But it can also be a burden for urban development, as it poses restrictions on the opportunities for new developments (eg Convention on Archaeological heritage, Malta / Valletta). PORTICO considers such restrictions a catalyst for innovation: an encouragement to develop new methods, techniques and ways of thinking about urban development - above and below surface

  4. The OVERALL AIM of the PORTICO project is to stimulate urban development of historic cities by linking the knowledge economy to the experience economy, developing and testing new techniques and carrying out unconventional urban projects with mixed partnerships.

  5. The Aims • Create opportunities to develop inner-city locations currently ‘locked’ because of their archaeological value • Develop and use new techniques for multiple use of urban space and underground building (ultralight building) • Develop and use techniques to enhance the experience of the local history in a broader European context

  6. Starting of the Project • 2006: 2 initiatives in Utrecht • November 2006: first orientation: SESTERTIUS, Valuing Roman Cultural Heritage • March 2007: Creating internal support • External expertise • Defining project context • New name: PORTICO • Partnersearch • 13th of May 2008: Application

  7. The Benefits: • Making interesting initiatives financially possible • Exchanging knowledge and experience through Europe • Investigating new (communication) techniques • Establish interaction between different European communities

Innovativeness • Using the restriction of archaeological heritage as a chance for developement: “Ultralight Building” • Using new techniques for communication to link different European communities: “Ave Civitas” • Using Communities of Practice for exchanging knowledge and experiences of different specialists

  9. Benefits of Transnational Cooperation • Learning of each others (political) habits/culture • Learning of each others experiances • Building of a very useful network

Pitfalls and reflections • Local priorities make alignment of shared actions difficult • Shared actions (CoP’s and communication) require constant attention • The (shared) actions as planned in the beginning are not always the most practical: make your plans flexible and not to precise • The planning of the investments are subject to economic and political conditions: realisation of projects will be later because of the crisis • Don’t underestimate the organisation and costs of a lead-partnership • Don’t underestimate the communication costs

The Project: Utrecht Hoge Woerd Results • Design of an ultralightweight building, referring to the former Roman castellum and its surroundings. • Developing a centre for nature and culture in and around the ultralightweight building. This centre aims to communicate the relation between man and landscape, nature and environment throughout the ages: a time travel machine.

The Projects: Utrecht Domplein Results • Creating a subsurface area around the foundations of the former nave of the Dom church. • Designing a virtual Domplein square, which focuses on the construction of virtual surroundings for seven time layers in the 2,000 years of history of the Domplein square. Together, these two aspects will give visitors the opportunity to travel through time.

  13. The Projects: Chester Results • Reconstruction of the city walls, towers and surroundings, ultralightweight construction pilot. • Time travel machine.

  14. The Projects: Gent Results • Off-site and on-site experience of Gent urban memory: • Time travel experience in STAM city museum. • Coin trail (as a visualisation of a medieval trade route) through the city centre. • Revaluation of slow roads in the urban periphery in Drongen.

  15. The Projects: Köln Results • Construction of an ultralightweight building above the mediaeval synagogue. • Protection and climatisation of the Ubian monument. • Outline plan for time travel machine.
