The Long Haul • 74 days of discussion and debate • Atmosphere of distrust and tension • Vietminh’s officials avoided Boa Dai’s reps, boycotted the French, negotiated eventually through the Chinese • US’ hands tied – Eisenhower had already ruled out, unilaterally, US military alternative in SE Asia • “I have never known a conference of this kind. The parties would not make direct contact, and we were in constant danger of one or another backing out the door” Anthony Eden (Karnow 215)

Covert negotiations between China & France China’s main aim: deny US pretext to intervene This may mean sacrificing Vietminh objectives Divided Vietnam ok w/ China – keeps them weak Doesn’t want Vietminh to control Laos & Cambodia France’s main aim: end war, cease fire. Mendes-France promises France he’ll find settlement or he’ll leave gov’t Gives himself 4 wks Chinese step in for communists

Political Settlement • DVR pushing for 6 months • China ok with waiting • West wants time to beef up support for Non-Communists in south
FINAL • Cease-fire • Divided at 17th parallel • France out • Elections in 2 yrs – July 1956 • No foreign bases • Laos and Cambodia recognized as independent • US does not sign – this will become important
