Documentation is needed (in addition to the narrative on DCA 4 and DCA 5) to substantiate needs and proposed solutions • The severity of need is determined by the extent to which the need affects the health and safety of low-to moderate-income residents. • Economic Development: Rating & Selection Criteria • Four Areas – Just Like All CDBG December 11-13, 2013

  4. Documentation • Preliminary Engineering Report / Preliminary Architectural Report—see list, p. 43 of Manual Project Cost Estimate – ED: Size & Capacity “Source & Use Statement” • Photos in color, dated, keyed to a map • Views of entire area and specific concerns • Maps—USGS topo; See DCA 12 for list December 11-13, 2013

  5. Letters of Support • Community Development • Local Government match commitment / operation and maintenance pledge • Citizen / Organization letters—individual, with specific details are best • Citizen survey comments • Economic Development • Company commitment letter / All participants • Bank commitment letter - Loan December 11-13, 2013

  6. Documentation: Community Development • Work orders / repair records • Fire department records or letters • Test results: fire flow tests, smoke tests, video of sewer lines, etc. December 11-13, 2013

  7. Documentation: Community Development • Third party documentation • EPD letters or notices • Environmental Health Specialist letters with specific details • Independent Lab tests • Newspaper articles • Building inspection reports (for housing applications) December 11-13, 2013

  8. Documentation: Community Development • GEFA water/sewer “dashboard” rates to show current rate as % of Median Household Income Documentation: Economic Development • Local government Annual Financial Report • Economic Development & Construction Agreement December 11-13, 2013
