  2. Dodd Frank – What is it? • Response to the late 2000s recession. • Changes to financial regulation. (the most since the Great Depression!)

  3. Dodd-Frank and Conflict Minerals • In April 2009 Senator Sam Brownback introduced the Congo Conflict Minerals Act of 2009, but the legislation died in committee. • Brownback then added the language to Section 1502 of the Dodd-Frank Wall Street Reform and Consumer Protection Act.

  4. Dodd-Frank and Conflict Minerals • This was designed to require companies to disclose their sources of cassiterite, wolframite and tantalum. • This was signed into law by President Barack Obama on July 21, 2010.

  5. International Cooperation • MONUSCO – doesn’t have jurisdiction over all territories in DRC. • Is further intervention necessary? • US / NATO / other military intervention, ala Afghanistan/Iraq/Libya?

  6. Diplomacy • Peace agreement, facilitated by the UN? • African Union? • Honest Broker – notable figure in world politics (Kofi Anan or similar) • Any examples?

  7. Sanctions / International Aid • Sanctions don’t have a great track record. • Sanctions don’t bring peace, but limit the growth of potential threat. • Aid could be withheld.

  8. Activity • In table groups, assess which of the proposed solutions you think are most viable (and why!) • Legislation (such as Dodd Frank, focusing on consumer/producer accountability) • Military intervention – (MONUSCO) • Diplomacy – peace agreement • Sanctions / International Aid
