P25 Compliance Assessment Program Goal • Ensure that different manufacturers’ equipment interoperates and complies to the related P25 standards
3 Steps to P25 Compliance • Performance • Addressed in TIA committees TR-8.1 (Measurement Procedures) and TR-8.6 (Recommended Performance) • Implementation/endpoint behavior/interface is ‘legitimate’ – it meets minimum requirements as specified in the standard • Must pass performance testing before proceeding to conformance testing • “can do this alone – test equipment only” • Conformance • Implementation/endpoint behavior/interface responds to the receipt of a message (stimulus) as specified in the documented standard. • Check for proper order and content of messages as specified in the standard • Fixed Station Interface example: Air Interface stimulates Fixed Station, FSI puts an appropriate message on the wireline side • “can do this alone – test equipment only” • Interoperability • The equipment from one manufacturer interacting with equipment from another manufacturer can successfully provide a mandatory or standard option service. (Functional Test) • This definition is consistent with the Interoperability Testing documents authored by ITS. • “cannot do this alone – need the other manufacturer’s involvement/equipment”
P25 Compliance Committees Background • Compliance Assessment Process and Procedures Task Group (CAPPTG) drafts interoperability and conformance testing documents • Hosted Manufacturer Interoperability Board (HMIB) formed to investigate fielded interoperability issues and reach consensus on resolutions • Work from HMIB developed into a formal TIA SubCommittee TR8.25 • TR8.25 Compliance Assessment SubCommittee formed to address interoperability issues and to incorporate the other facets of Compliance
CAPPTG Compliance Assessment Process and Procedures Task Group Scope • Ensure that Project 25 equipment and systems comply with P25 standards for interoperability, conformance, and performance regardless of manufacturer and in accordance with the User Needs Statement of Requirements. • Identify pertinent interoperability, conformance, and performance test procedures not addressed by other APIC and TR8 committees • Develop appropriate procedures in the form of applicable DRAFT documents which will then be forwarded for approval to TR8 Engineering Committees via APIC and the P25 Steering Committee • Review current standards and specifications to ensure that features and functions are consistent with the goals of interoperability, in accordance with defined user needs. • Assess as required the mandatory and optional messages as prescribed by users; and create implementation guidelines for system level interoperability
TR8.25 Compliance Assessment Scope • Responsible for the resolution of compliance assessment related questions. • Investigate questions of Conformance, Performance (i.e. measurement methods), and Interoperability • Recommend a resolution, test compatibility of the resolution with existing implementations, and then migrate the impacted standard in the recommended direction. • New standards do not invalidate older products validated by previous standards. • Responsible for the development and publication approval of identified TIA standards for Project 25 Conformance, Performance, and Interoperability not assigned to other TIA TR-8 subcommittees.

SAFECOM Grant GuidanceFY 2007 The FY 2007 SAFECOM Recommended Federal Grant Guidance states that grant applicants using funds to purchase Project 25 (P25) equipment must obtain certain documented evidence from the manufacturer. The evidence should show that the equipment has been tested to, and has passed, all of the applicable, published, and normative P25 compliance assessment test procedures for performance, conformance, and interoperability. These procedures are defined in this document. Applicable test procedures include tests of all mandatory features and standard options installed in the product contemplated for purchase. The compliance assessment requirements for P25 are listed below.

Advanced Trunked Mode Operation - No tests defined or required 1.3. Interoperability – 1.3.1. Conventional Mode Operation - No tests defined or required 1.3.2. Trunked Mode Operation. P25 subscriber units capable of trunked mode operation shall be interoperability tested in accordance with the Project 25 Interim Standard. Subscriber units must be tested against at least a majority, i.e. more than 50%, of the commercially available, band compatible trunked systems (excluding trunked systems produced by the manufacturer of the subscriber unit under test).
