  1. 2007 State Implementation Plan ARB Control Concepts AQMP Advisory Group August 9, 2007

  2. Overview • Approach • Major Source Categories • NOx • ROG • SOx • Preliminary Control Concepts • On-road • Off-road • Areawide • Next Steps

  3. Approach • Identify near-term strategy needed for PM2.5 attainment • Assess impact on post-2015 ozone attainment • Target longer-term measures to provide final increment needed for ozone attainment

  4. Top 10 NOx Categories in 2005 • Heavy duty diesel trucks • Light duty passenger cars • Off-road equipment (construction and mining) • Off-road equipment (commercial and industrial) • Heavy duty gas trucks • Ships and commercial boats • Trains • Residential fuel combustion • Recreational boats • Manufacturing and industrial (boilers, IC engines) Represents 88% of the total 2005, 84% of the total 2014, and 79% of the total 2020 NOx inventories in the SCAB

  5. Top 10 ROG Categories in 2005 • Light duty passenger cars • Consumer products • Recreational boats • Off-road equipment (lawn and garden) • Architectural coatings (paints and thinners) • Heavy duty gas trucks • Off-road equipment (commercial and industrial) • Coatings (paints and thinners - non architectural) • Petroleum marketing (gasoline evaporative losses) • Off-road recreational vehicles Represents 83% of the total 2005, 79% of the total 2014, and 77% of the total 2020 ROG inventories in the SCAB

  6. Top SOx Categories in 2005 • Ships and commercial boats • Petroleum refining (flaring) • Petroleum refining (combustion) • Manufacturing and industrial (boilers/IC engines) • Heavy duty diesel trucks • Light duty passenger cars • Aircraft • Trains • Chemical (process and storage losses) Represents 88% of the total 2005 and 89% of the total 2015 SOx inventories in the SCAB

  7. NOx Categories • Residential fuel combustion • Service/commercial (boilers/ICEs) • Heavy duty urban buses • Farm equipment (tractors) • Electric utilities • Other (fuel combustion) • Petroleum refining (combustion) • Lawn & garden equipment • Petroleum refining (evap losses) • School buses • Motor homes • Other buses • Motorcycles • Incinerators • Ag pumps • ROG Categories • Off-road equipment (commercial, industrial, construction, mining) • Motorcycles • Heavy duty diesel trucks • Gas cans • Chemical processes & storage losses • Waste disposal • Aircraft • Livestock waste • Printing • Petroleum refining (evap losses) • Adhesives and sealants • Crop processing and wineries • Trains • Pesticides All Other Federal/State/Local Source Categories

  8. Clean Air Requires Action by All Levels of Government • Existing state/local/federal controls provide foundation of needed reductions • Over 600 tons per day of ROG+NOx by 2015 • New action at all levels of government, in cooperation with stakeholders, to achieve next increment

  9. Overall Strategy • Short-term Actions by 2010 • Goods Movement Emission Reduction Plan • 9 measures to be developed by 2008 • Targeted regional and fleet strategies • Sulfur Emissions Control Area (SECA) • New engine standards • Longer-term Actions • New engine standards • Measures that rely on emerging technologies • Continue push towards clean fleets

  10. On-Road Concepts • Heavy Duty Vehicles • Targeted strategies (ports and fleets) • Retrofits and replacements • Enhanced in-use maintenance and compliance programs • Light Duty Vehicles • In-use strategies • Incentives for early retirement

  11. Off-Road Concepts • Fleet rules under development • Incentive programs to encourage turnover • New standards, including federal and international standards • SECA • Electrification • New technologies

  12. Areawide Source Concepts • Tighter standards for select consumer products • New standards for unregulated categories • Product reformulation • Lower reactivity

  13. Next Steps • Fall 2006: Release of Draft State Strategy • October 2006: SIP Symposium • January 2007: Release of State SIP Element • March 2007: ARB Hearing
