A strategy that provides transparency, influence and accountability for settings, schools and their communities at a local level. The aim is to establish a sustainable way of working to ensure best use of resources in a climate where LAs are shrinking and the need to commission in partnership with local communities grows. An ‘at-a-glance’ guide to the Education, Health and Care Plan As the process evolves over the coming months this guide will be refreshed and updated. Please check www.hertsdirect.org/send for the latest update and additional information. The process outlined below assumes that at any stage before September 2014, families may request that an EHC plan is converted to a Statement/Note in Lieu.

EHCPs • Crucial Points – • As far as we know no more statements will be issued after 31st August 2014 • We will issue a conversion programme in the summer term relating to statements and LDAs • Staff from the current SEN Service and Connexions Service will act as EHC plan co-ordinators • Government have released 30 million to support voluntary and community groups to provide independent advice and guidance • The Local Authority ‘owns’ the plan but families are in charge (parent/child/family portals)
The Local Offer Our co-produced offer will include: • Information about universal services and support available in the community • Information about specialist education, health, care and support services • Information about schools and settings There is a legal requirement to set out what the LA expects schools and settings to provide from their delegated SEN budget (the first £6,000) and to show how additional funding is accessed (ENF).
Personal budgets • Personal budgets can be requested when a draft plan is issued • There has been a relatively small uptake in personal budgets but they have proved very effective in supporting preparation for adulthood • School place and additional resource costs (ENF) will be shown as part of personal budgets but will not be offered as direct payments in Herts. However, parents must have a say in how the totality of resources available (health, care and education) should be used to support their child - including what needs to happen in school
