  3. California Long Term Energy Efficiency Strategic Plan • Published by CPUC in 2008 • HVAC is solely responsible for peak load electrical use. • 3 primary goals Residential zero net energy by 2020 Commercial zero net energy by 2030 Reshaping of the HVAC industry

  4. Strategic Plan HVAC Goals • Code Compliance • Quality Installation • Quality Maintenance • Whole Building Design Integration • Advanced Technologies • Workforce Education and Training

  5. QI & QM • 50% improvement in EE by 2020 • 75% improvement in EE by 2030 • Standards based approaches • ASHRE/ACCA/ANSI Standard 180 Com QM • ACCA/ANSI Standard 4 Residential QM • ACCA/ANSI Standard 5 Residential QI

  6. Workforce Education and Training • “By 2020, California’s workforce is trained and fully engaged to provide the human capital necessary to achieve California’s economic energy efficiency and demand-side management potential.”

  7. WE&T Needs Assesment • Funded by the CPUC, conducted by UC Berkely • 3rd party research project. • Recognizes the impact of EE programs on California’s students, job seekers, and workers • Calls for inclusion of low-income, minority and disadvantaged communities. • Establishing energy education and training at all levels of California’s Educational system

  8. WE&T Continued • Training is necessary, but not sufficient • Other conditions including, lax enforcement of building codes, codes and standards, employment laws need addressing

  9. IHACI Training • 12,200 Students trained in 2010 • Topics include: Gas heating, AC/HP Refrigeration, Air Distribution, Electrical, System Diagnostics, System Performance, and NATE Training.

  10. Industry Challenges • Compliance • Unemployment • Low barrier to entry • End user perception of the industry • Increasing regulations
