Northern Ireland Neighbourhood Information Service - NINIS www.ninis.nisra.gov.uk Fiona Johnston Neighbourhood Statistics NISRA
Presentation Outline • Background • Overview of Data Available • NI Statistical Geographies • Summary
NISRANorthern Ireland Statistics & Research Agency • Est. 1996 as an Executive Agency within Department of Finance and Personnel (DFP). • 2 main business areas: • principal source of official information on NI’s population and socio-economic conditions • incorporates the General Register Office (GRO) NI (civil registration service) • Employs over 350 staff (110 admin / 240 statistical) • Geographical statistics a key area for NISRA - need to compare areas and response was NINIS website • to provide locational & statistical data for small areas ‘neighbourhoods’ across NI
Data Available (1) Over 1200 datasets including: • National Statistics Themes • Agriculture • Crime & Justice • Education / Employment / Economic Activity • Environment (Natural and Built) • Health & Care • Housing & Transport • Population & Migration • Social & Welfare • Census 2001 • NI Multiple Deprivation Measure • Locational information • Towns & Villages (urban/rural categories) • Investing for Health Goals/Themes/Objectives • Neighbourhood Renewal Targets Data accessible at: www.ninis.nisra.gov.uk
Statistics available are: • Updated on a regular basis • Available over time (1999-2008) - time series analysis/ monitoring • Available at different geographical levels • Collected from wide array of sources • Quality assured • Explained (through metadata) • Cover all of Northern Ireland • Website facilities: • Postcode/Street Search • Area Profile • Data Catalogue • Map Catalogue Data Available (2)
Statistical Geographies 5 Health & Social Care Trusts 5 Education & Library Boards 18 Parliamentary Constituencies 26 Local Government Districts 582 Electoral Wards NeighbourhoodStatistics 36 Neighbourhood Renewal Areas 890 Super Output Areas 5022 Census Output Areas
Census Output Areas (OAs) • Postcode districts grouped into OAs • Design parameters based on: • population • socio-economic characteristics • contiguity • Each OA represents c125 households/350 people –smallest geographical level at which robust statistics can be produced • 5022 OAs across Northern Ireland – released with 2001 Census
Super Output Areas (SOAs) • Intermediate geography between OAs and wards • Created by aggregating contiguous OAs on a ward by ward basis • More information available than at OA level: OAs too small for certain datasets e.g. vital statistics – births • More uniform population size: significant variation between wards • Bushmills = 750 & Botanic = 9500 • Each SOA represents approx. 2000 people • 890 SOAs across NI - released with 2005 Deprivation Measures
Belfast – SOA level Taughmonagh
Economic Deprivation 2005 for all OAs in Belfast Belfast – OA level
Using small geographical units enables ‘pockets’ to emerge (e.g. deprivation) BUT issues re: confidentiality/disclosure and sensitivity • May need to standardise data if population bases are uneven (rates vs. counts) • Look at : • spatial context (urban vs. rural) – look at meaningfulness of comparison • demographic profile (e.g. age structure) – look at best indicators to use • Impact of socio-economic clustering – spatial targeting should only be part of overall targeting strategy
NINIS Future Developments & Challenges • Data development • Small Area Population Estimates • Updated Deprivation Measures • GP Practice Data • Review of Local Government Boundaries • Proposed: 11 District Councils / 460 Electoral Wards • If agreed: boundaries finalised in Autumn 2009 and operational 2011/2012 • Official outputs produced after LGD and ward boundaries finalised • Statistical geographies updated post 2011? • www.lgbc-ni.org
