RCC Mandatory Functions Training in the use of operational RCC products and services

The main gaps • There is not an operational verification system in WCSA for seasonal forecasts. • Dynamic Seasonal Prediction capabilities are considerably limited with significant asymetry among NMHSs. • Limited climate research on physical processes to improve models. • Climate data management capabilities are considerably different among NMHSs.
The main gaps (2) • Tailored products and services are still insipient, however significant progress has been made to engage sectoral users. • Technological platform for generation of regional products, communication and disseminated is required as a priority. • Training and education sustainable system is required for the region.
The main constraints • A considerable delay due to internal administrative matters in CIIFEN. • The identified gaps will demand an Institutional commintment from CIIFEN and the NMHSs which would be formalized. • Universities and other research institutions would be taken in account to bridge some of the gaps. • A Resource Mobilization Plan and Sustainability Strategy should be implemented in close coordination with WMO Technical Cooperation Department. • Human and technological Resources will be needed to hasten the RCC implementation Plan.
Main Lines of Action • Improvement of the Seasonal forecast capabilities. • Improvement of climate analysis and data management capabilities. • Development of climate applications tools and methodologies for: disaster prevention, agriculture and water sectors. • Execution of the Regional Action Plan for Hydrological Seasonal Forecast. • Development of tools and methodologies for regional e-learning and combined training on climate data management, applications and modeling. • Implementation of a Mobilization Resources and Sustainability Plan.
