The Case for Energy Planning • More effective use of government time and resources in energy management – ensures better coordination of efforts yielding better results • Reduced government energy expenditures means more money for community and economic development projects • A clear community-level plan will reduce uncertainty and encourage businesses to invest in energy performance improvements • Reduced energy expenditures in the private sector means more capital for economic development and job creation
Purpose of a Community Energy Strategic Plan • Engage stakeholders and decision-makers in developing a shared vision for your community’s energy future • Develop consensus around your community’s approach to achieving a shared vision • Detail your community’s plan to achieve your energy vision over a certain timeframe • Provide a basis against which to track the success of your energy programs • Offer a concrete approach for strategic energy management to integrate into other planning efforts
The Process for Developing a CESP Community Energy Strategic Planning
Critical questions • What is the appropriate scope for your plan? Will you focus solely on government, do a community-wide plan, or scale somewhere in between? • Who wants to participate? Who should participate? How will you get them involved? • Does your team have time to put plan together and obtain stakeholder input or is third party help needed? • What is your timeframe? When are you aiming to have a completed plan for leadership approval?
