Global partnership • As OECD suggested: give statement as TU’s for Mexico as to what we can bring to the table (not just what we can bring but also our demands) • Not something new, we have many texts to put on the table, we should look at 2-pager “the road to Mexico”. Bring about a sustainable improvement to our workers, their families & community • Start with defining & mentioning DW & its 4 pillars • Added value of highlighting social dialogue as key element within the Decent Work Agenda • Problem: talk about all our documents, sometimes too many pages…maybe we need a very confine to the point standpoint • Too big emphasis on the role of private sector – we counter with some of our TU arguments • We need to look at the whole process, we have notice that some issues we bring to the table, as TU did not find their way into the communication
What do we expect? • Strengthen the role of the state should be promoted, countering the whole issue on private sector, lessening the dependence on private sector • Give clear definition on how we as TU see the private sector • Looking at history of Multi- nationals, we see that many local companies left out from the procurement process • End of the differentiated approach – all actors need to give same commitment, common and mutual approach for all • Human rights base approach not just for CSO’s but for the whole development agenda
Private sector General remarks: • Good paper, well balance paper, improvement on last version Remarks from group: • In some countries, like in UK, trade unions experience opposition to the role of private sector, but we also notice that the private sector is here to stay, so we need to find a pragmatic way to work together • More emphasis on role of public sector, like giving basic services (water, health, education…) • Concerning PPP’s – we need to be careful to not just give private sector a role in ODA, when it comes to basic services. Area’s for participation should not leads to privatization and less quality employment (focus on decent work). We ask democratic ownership to national governments when speaking of public services
We need to remember that public sector works for the people where as private sector look at their image (profit), we demand a fair paradigm for a framework of rules, fair tax system, based on decent work, support for informal sector and small companies, support a rights base approach • We would like to have framework – like OECD guideline for multi national companies and International Framework Agreements • Which private sector are we talking about? As Ghana we need independent policy framework supporting local private sector. • We need to ask if some private sector companies really need support or can they do with their own resources • When we talk about the private sector do we talk about OECD companies – not so clear in the paper
When ODA is getting smaller, some north governments devote bigger budget increase to PS (see par., 23) • A balance way to distribute ODA budget, if they want to give money to PS, they have to make sure that it will be additional budget, not just cutting form existing ODA. • We notice a dubbel agenda with some CSO going to private companies filing their budget • Should have coherence – what about tax heavens • Tied aid – we support our own business, what do we as TU say on this? • TU representation in the board of companies • Looking at employment opportunities – state should protect employment
Call for the paradigm shift to give a stronger state, defend quality public service • Emphasis on local employment, local procurement • Commitment from all on fundamental core labour STD’
SSC&T • Who? We spoke a lot about about gov’ to gov’, also need to look all actors • Guide by history; countries from south emerging should not become like some northern countries • Need good strong local policies to determine boundaries • New emerging economies should obey to the same rules/criteria
POST 2015 • Extra emphasis on: • Human Rights base approach • Environment • Italy; 19 area’s too much, some very basic blocks of development, rather old fashioned, many actors not happy about it, we should be prepare that reaction if the current approach is not accepted by • What is missing is our assessment of the results (from what we did before Busan to now, has our input being taken into account?) • Need to support global governance framework – if we want a system base on rights, we need accountability • Within UN system – need to create body looking into this
