Program Review: Compliance Review of the Preschool Program is required by the preschool regulations (704 KAR 3:410 Section 9) “A local school district preschool program shall be subject to evaluation by the Department of Education to determine the effectiveness of the statewide preschool program”

Preschool Program ReviewAt A Glance 1 All classrooms are evaluated using the ECERS-R (using trained/reliable ECERS-R observers) Coordinator completes Preschool Program Review Report (P2R) (self-assessment of compliance with preschool regulations)
Preschool Program ReviewAt A Glance 2 RTCs conduct ECERS-R on 30% of classrooms (random sample) during the cohort year (at least one visit per site) • KDE reviews P2R Report and other documents and determines site visits • Not all districts will receive onsite visit

Why is KDE using the ECERS-R It is an indicator of High Quality Programs “Provides a safe and nurturing environment that promotes the physical, social, emotional, aesthetic, intellectual, and language development of each child while being sensitive to the needs and preferences of families.” NAEYC (1996) Environment is more than furniture and materials – includes interactions and activities! 3

Key Things to Remember • Not a test • Picture of “real life” for children in your classroom • Can’t “fix” everything • ECERS-R is a tool to identify areas for improvement • KDE goal is “5” • The process is meant for continuous improvement 8
Preschool Program Review (P2R) Process The state goal is a 5.0 average on the ECERS-R. Remember this is a goal.

P2R Timeline 2014-2015 - Cohort IV District completes Online P2R and gathers documents District conducts ECERS Observations (all classrooms) Initial training District Inter-rater reliability - Fall semester RTC conducts ECERS Observations (30% of classrooms at all sites) Spring Aug - Oct Jan-Feb Apr- 1st June
