MFPE Why do we have the MFPE? to ensure Defence buildings meet minimum safety requirements and community expectations to ensure alignment with the State and Territory building certification requirements and to prevent Building Certifiers operating in a regulatory void to ensure alignment with the State and Territory bushfire management requirements to provide fire protection measures for Defence specific facilities to provide appropriate protection against the effects of fire for strategic and critical Defence assets MFPE purpose
MFPE 2017 The aim of the MFPE is to: Align better with State and Territory building certification requirements Clarify the NCC/BCA compliance requirements Provide measures to protect Defence strategic buildings and assets from fire - asset protection Provide measures to monitor and sustain fire safety Provide measures for bushfire management Provide measures to achieve fire safety for explosives buildings MFPE aims

Building Certifiers acting on behalf of Defence Professional building practitioners providing design and consultancy services Those involved in managing building projects on Defence land, and Those involved in managing fire safety obligations for Defence buildings MFPE users

MFPE Formatting is in accordance with the Administrative Framework Secretary and the CDF require Defence personnel to comply with provisions in manuals unless particular circumstances warrant departure from the provisions Chapter 1 – Administrative Policy Framework

MFPE Details additional levels of fire protection to protect valuable Defence critical equipment, contents or function so that the impact of fire loss on Defence operational capability is minimised The fire safety requirements aligned to building Contribution Factor Fire compartments less than 72m2 do not require sprinklers Chapter 10 –Assets and Functions - CF1 or CF2

MFPE Chapter 14 supports the Defence Explosive Ordnance Regulations (eDEOP) Prescribed requirements provide appropriate levels of both fire safety and asset protection Chapter aims to minimise the need for non-required fire systems Chapter 14 – Explosive Ordnance Buildings
MFPE Provides Defence specific requirements for fire protection in LIAbuildings and areas in other buildings used for sleeping Chapter 15 –Living-In-Accommodation and Sleeping Areas
MFPE Requirements above the BCA are generally triggered for capability reasons for buildings identified with a Contribution Factor (CF) of CF1or CF2 Contribution Factor 1 (CF1) - major assets - very high level operational capability. Contribution Factor 2 (CF2) - important assets - direct and high level operational capability. Contribution Factor 3 (CF3) - support assets - capability support function. Contribution Factor 4 (CF4) - general purpose assets - day-to-day base functions. Contribution Factor 5 (CF5) - low importance assets. MFPE requirements above BCA
MFPE Chapter 3 – BCA does not address building certification requirements Chapter 4 – Break glass unit required Chapter 5 – BOWS is required where sprinkler system is specified by MFPE (asset protection), PA system to be provided with BOWS, SSISEP option to be applied Chapter 6 – BCA does not address bushfire management Chapter 7 – BCA does not have minimum maintenance requirements Chapter 8 – BCA does not address owner obligations relating to meeting broader building fire safety legislative and WHS obligations Chapter 9 – BCA does not require portable fire extinguishers or fire blankets in all areas Chapters 10, 11 & 12 – BCA does not address asset protection of strategic assets Chapter 13 – BCA does not address asset protection of strategic aircraft Chapter 14 – additional fire protection measures required to deal with explosives risks Chapter 15 – smoke detection system option to be applied, alarm acknowledgement facility option specified, multi-criterion detectors are not permitted Other MFPE requirements above BCA (options prescribed)
