Planning and Design Involving PLHIV throughout the programme development, design and planning Identifying the goals and objectives Populations you aim to reach Developing workplans & allocating resources Diverse PLHIV representation 4
Implementation Partnerships PLHIV as co-ordinators, researchers, interviewers and interviewees Training, referrals, follow-up and support Building trust and breaking down barriers Confidentiality and access to services Process as important as results 5
Lessons learnt Empowers and builds national networks (all at different stages of development) Cross-country learning essential via bi-annual meetings and partnerships Additional support required for resource mobilisation to sustain activities Example of GIPA principle in action 6
Using Results Showing capacity of national networks to produce policy informing research Producing reports and recommendations Sharing and involving Civil Society Partners Informing NACs, government bodies, programmes, policies and practices GIPA in Action! 7
Using Results in Zambia • National Policies • Influenced the National AIDS Strategic Framework 2011-15 which is aligned to the Sixth National Development Plan • Used to Influence current National Draft Constitution • The National AIDS Policy • Review of Laws and Policies 8

Key messages Networks of people living with HIV can and do engage in evidence-gathering. Information gathered provides an evidence base for policy change and programmatic action. Effective delivery of campaigns usually requires broad-based partnerships. 12
