SKILLS DEVELOPMENT PROJECT (SDF) Private Sector Foundation Uganda

This consultancy project aims to monitor & measure the results of the Skills Development Project's Matching Grants. Business Synergies will conduct AM&RM to ensure grant compliance and improve program strategies. Through various data collection methods, key indicators will be tracked and reported for stakeholders' learning and program enhancement. Data storage, analysis, and reporting protocols will be followed to mitigate risks and bridge capacity gaps among grantees.

  1. SKILLS DEVELOPMENT PROJECT (SDF) Private Sector Foundation Uganda Consultancy Services for Conducting Activity Monitoring and Results Measurement of the Matching grants M&E SUPPORT CONSULTANCY Introduction By Business Synergies Public and Private Management Consultants March, 2018

The M&E Support By Business Synergies: Introduction • Business Synergies has been contracted to conduct Activity Monitoring and Results Measurement (AM&RM) of SDF Matching Grant • Purpose of AM&RM SDF; • To ensure that grants are implemented according to grant agreements and, • To facilitate reporting of results to Implementers/ Stakeholders to foster learning & feed into the improvement of program strategies and implementation.

  3. The 4 Matching Grant Windows for the SDF

SDF Indicators for Monitoring • Key Results Performance Indicators: • Improved participation of employers in skills training programs and; • Satisfaction with skills by trainees in supported firms disaggregated by economic sectors and size.  • Intermediate Results Performance Indicators; • Number of collaboration agreements between enterprises and training providers; • Employers’ rating of competency of trained employees

  7. Data Collection Methods To Be Adopted 1. Document Review (BS – To Get Docs from SDF and Grantees) 2. Observation (BS – To conduct visits to Grantee sites) 3. Periodical Reports (Grantees to submit to BS, BS to submit to SDF) 4. Key informant Interviews (BS to interview stakeholders at SDF and at Grantee sites) 5. Focus Group Discussions (At SDF and at Grantee sites) 6. Case studies (Conduct for selected Grantees – the good and the bad)

Risks • Expectations from all stakeholders who will need reports from the SDF M&E are predictable and limited to SDF project results framework requirements. • It is assumed that most Grantees have reasonable records keeping capacity to capture, document and provide M&E data and are able to fill in the data collection tools to capture data for the M&E system. However, where such capacity gaps are identified among Grantees, Business Synergies shall agree on planning and implementing a capacity building interventions to bridge the gap on use of data collection tools.
