  3. Articles of Confederation Created a loose alliance of the 13 states Unicameral Legislature; equal rep; one vote per state No real executive or judicial branch States had most of the power Congress: tax, declare war Shay’s Rebellion showed that there needed to be a stronger national gov

  4. Constitution • Philadelphia in the Spring of 1787 • James Madison elected floor leader • Washington elected pres of convention • 3 clear and distinct branches of gov • Legislative: Article 1 • Executive: Article 2 • Judicial: Article 3 • Checks and balances

Bundle of Compromises • Bundle of Compromises: • New Jersey Plan: unicameral Congress w/ = rep • VA Plan: bicameral Congress based on $ or pop • Great Compromise (Connecticut Plan): • Bicameral Congress: lower chamber based on pop & upper based on = rep • 3/5th Compromise: counted 3 out of 5 slaves, appease the Southern States • Slave Trade & Commerce Compromise: Congress in charge of international trade; slave trade will be banned in 20 years
