The Sector An estimated nine million people currently live in the Private Rented Sector (PRS) 2011 figures – nationwide, accounts for 15% of the population Higher in cities – particularly in London – estimated 24% The sector is rapidly growing – almost doubling in size in the decade to 2011 Expected to house 20% of all households by 2020
The Problem An estimated 35% of homes in the PRS do not meet the Decent Homes Standard One in Five Homes in the PRS had one or more category 1 hazards according to the HHSRS One in eleven renting families are living in a home with electrical hazards Large amount of anecdotal evidence showing widespread poor conditions and concerns
What can be done – What would we like to see Mandatory inspections of installations and supplied appliances for the PRS Period not exceeding five years Visual inspections more regularly – and on change of tenancy Supply proof to the tenant that the property has been inspected and is safe
House Proud • Help councils introduce Selective Licensing • Improve data collection and sharing • Promote self regulation & accreditation schemes • Improve guidance on rights and responsibilities
England Recommendation for mandatory electrical inspection & testing Commons Debate moved by Mike Thornton MP: “It is evident that current laws are just not up to scratch…mainly because they neither protect the landlord nor the tenant against unknown faults” Scotland Motion signed by 32 MSPs, leading to a Private Members’ Debate • Amendments to Housing (Scotland) Bill Wales • Open letter to Welsh Government • Questions asked in Assembly ‘Will electrical safety - the cause of 68% of accidental fires - be treated with the same level of seriousness as gas safety?’
