Purpose of the group: • To share information with students and parents about GAP Kids. • To educate members of the Virginia General Assembly on the issues that affect GAP Kids. • To advocate during the 2006 General Assembly Session to address the educational issues of “GAP Kids” to effect changes in Public Policy.
Educational issues that impact GAP Kids(students with IEP’s in grades 9-11) • Students are not being allowed to enroll in the courses for which there is an end-of- course Standard of Learning assessment. • Students are not participating in the Virginia Accountability System (end –of course Standards of Learning assessments) and do not met the criteria of the Virginia Alternate Assessment Program (VAAP). • Students are not being counted towards the schools Annual Yearly Progress (AYP) • Currently these students are not able to access Off-site instruction to take the courses required to earn a standard or advance studies diploma.
Issues to be addressed during the 2006 Session • Eliminate the option of allowing Students with IEP’s grades 9-11 to be Non-participants in the Virginia Accountability System. • Count the student towards the schools Annual Yearly Progress (AYP) • Require students to be given the option to access Off-site instruction (alternative) for courses that are not available to the students at the local high school. • When a student receives a high school diploma from any accredited secondary school (approved for home instruction by the Virginia Department of Education) it will: 1. Satisfy the requirements for graduation (8VAC 20-131-50) 2. Compulsory attendance under Section 22.1-254.1 of the Code of Virginia and 3. Constitute the termination of eligibility for special education and related services.
