  1. VE Scan of Western Canada Projects – The Flexibility of VE for Decision Making 2012 CSVA Conference

  2. Outline - Flexibility of VE for Decision Making • Alternative Delivery P3 • SE Anthony Henday, Edmonton, PCL • Peer Review • Highway 1 Lewvan Drive, Regina, SHI • Cost Management • Johnson Street Bridge, Victoria BC • Planning Process • Pasqua & 9th Ave N/Ring Road, Regina • Corridor Management • Highway 1 VA Study, Moose Jaw, SHI • Project Validation • Highway 1 and 16 VE Study, MIT

  3. Alternative Delivery P3SE Anthony Henday, Edmonton – PCL • VE Undertaken During Pursuit • Materials supply and quality; • Structure span options and abutment configurations; • Retaining wall design, wick drain & maintenance considerations; • Interchange design departures from AT practises. • Project delivery offered significant innovation thru VE • 91 street interchange layout; • High Level Structure; • High Skew Bridge; • Haunched Rail Structures; • Wetland Development.

  4. Alternative Delivery P3SE Anthony Henday, Edmonton – PCL 91 Street Interchange Modification to interchange layout and avoidance of utilities

  5. Alternative Delivery P3SE Anthony Henday, Edmonton – PCL High Level Structure Kinked steel girder bridge

  6. Alternative Delivery P3SE Anthony Henday, Edmonton – P3 High Skew Bridge Reduced foundation & materials in structure Traffic accommodation to accommodate cast in place construction

  7. Alternative Delivery P3SE Anthony Henday, Edmonton – P3 Haunched Rail Structures Haunched girders over railway for vertical clearance Reconsideration of mid span MSE wall

  8. Alternative Delivery P3SE Anthony Henday, Edmonton – P3 Wetland Development Mill Creek relocation Naturalized wetland

  9. Peer ReviewHighway 1 Lewvan Drive, Regina, SHI

  10. Peer ReviewHighway 1 Lewvan Drive, Regina, SHI • The previous planning process prompted a review due to the planning mandate of earlier work; • SHI wanted an independent review of the previous study recommendations; • The project had competing needs for access to Regina and to adjacent the Rural Municipality; • MMM offered SHI a VE process in lieu of the Peer Review process • Process also engaged the firm responsible for the planning to provide input at the Information Phase.

  11. Peer ReviewHighway 1 Lewvan Drive, Regina, SHI • The study resulted in confirmation of the basic Interchange Configuration • Provision for access to/from South • Validation of layout • Deferral of some work • The VE found additional savings of $5.9M on $34.5M, a 17% savings • Addressed planning and political concerns • Future access to/from south • Allowance for future inland Rail Port

  12. Peer ReviewHighway 1 Lewvan Drive, Regina, SHI • The resulting design served or made provision for all users, existing and future uses • Existing infrastructure was salvaged to minimize cost • Additional performance was provided at a lower cost

  13. Cost ManagementJohnson Street Bridge, Victoria, BC • The Johnson Street bridge was assessed for consideration as a traditional and a P3 project • Decision was made to proceed with traditional project delivery • Project cost estimate identified as $78.9M

  14. Cost ManagementJohnson Street Bridge, Victoria, BC • A VE study was undertaken to review project scope and to verify the cost • VE process, from the Information through the Evaluation Phase, was conducted • Architectural design constrained VE opportunities

  15. Cost ManagementJohnson Street Bridge, Victoria, BC • 116 Ideas were generated of which 82 were carried forward for further consideration • Implementation is the responsibility of the design team • Project costs were validated and up to $5m in possible savings was identified (for a project contingency cushion) • The VE challenged some of the project Design Criteria

  16. Planning ProcessPasqua St & 9th Ave N/Ring Road, Regina Pasqua Corridor Study Limits

  17. Planning ProcessPasqua St & 9th Ave N/Ring Road, Regina • Evaluate Options for an interchange for improved Traffic Operations, Safety, Construction Phasing • Base Case was the interchange design from the previous study • Evaluated at-grade options for an improved intersection at Pasqua and Ring Road to defer the construction of the interchange. • Study also addressed the traffic delays at the intersections in the Pasqua Corridor from Sherwood to Rochdale • Review opportunities to improve the safety and traffic operations.

  18. Planning ProcessPasqua St & 9th Ave N/Ring Road, Regina • 121 Ideas were generated with 31 Proposals • Diverging diamond interchange • XDL Intersection • Rotary interchange • Addressed Value Target considerations • Corridor and cross section options • Interchange layouts versus intersections • Up to a $19.2M savings on $23.7M • The preferred solution best accommodates the traffic flow patterns • Regina is considering pursuit of first XDL intersection in Canada

  19. Planning ProcessPasqua St & 9th Ave N/Ring Road, Regina

  20. Previously Proposed Grade-Separation Corridor ManagementHighway 1 VA Study, Moose Jaw, SHI Highway 2 N N. Service Road 16th Ave. NW 9th Ave. NW Main Street Thatcher Dr. Highway 1

  21. Corridor ManagementHighway 1 VA Study, Moose Jaw, SHI • Primary goal: Develop an ultimate functional plan for the Hwy 1 corridor in the City of Moose Jaw, SK • Objectives: Validate interchange locations and medium to long-term plans for the Hwy 1 corridor Review existing infrastructure and develop ultimate Hwy 1 corridor short and long-term solutions to meet safety and traffic operation requirements Determine value-base staged implementation of site-specific and corridor improvements

  22. Corridor ManagementHighway 1 VA Study, Moose Jaw, SHI • 187 Ideas, 35 Proposals, 50 Design Suggestions • Addressed two new interchanges • Simple cost effective IC access solutions provided • Significantly reduced cost of proposals • Improvements to existing interchanges • Upgrade to main IC into Moose Jaw • Geometric improvements to Manitoba Ave IC • 4 Scenarios developed • Entire corridor improved and access managed for initial proposed cost of the two interchanges • No savings but entire corridor addressed in terms of corridor management: 2 for 1 deal

  23. Project ValidationHighway 1 and 16 VE Study, MIT

  24. Project ValidationHighway 1 and 16 VE Study, MIT • MIT did a year long preliminary design and cost review to reassess scope and manage cost • The review cut project costs from $125M to $85.2M, which became the VE study Base Case • The VE Study addressed the two interchanges • 3 Scenarios were developed • The VE session found $5.3M savings, a 6% savings, even after the scope management exercise • The Province was impressed with process/results • VE showed potential to replace the planning effort with a VE process to cut cost/save time in making a decision

  25. Summary • VE is a flexible tool that serves many needs • Effective in Alternative Delivery to deliver innovation • Offers an alternative means of Peer Review • Can provide a second review to assist with Cost Management • Offers opportunity for creativity and idea generation in the Planning Process • Serves a role to provide analysis and test options in corridor management studies • Can validate project costs and serves to confirm cost savings • VE/VA has a role in almost any project
