THE ADARE PROJECTA BRIEF HISTORY • The Administrative Data Research and Evaluation Alliance (ADARE) pairs university and private researchers and state employment security agencies that maintain longitudinal databases comprised of the individual member states WIASRD data, labor exchange data, unemployment insurance wage and benefit records, TANF records, Perkins/Voc ED records, and education records. • ADARE began in 1998 with five state partners • Florida • Georgia • Maryland • Missouri • Texas • Illinois was added in 1999 • Washington was added in 2001 • California and Ohio were added in 2004 • With the addition of CA and OH, the ADARE project covers approximately 43% of the U.S. workforce.

5. LONGITUDINAL FILES OF ADMINISTRATIVE RECORDSUI WAGE RECORDS • Most ADARE project partner state files of UI wage records begin in early 1990s. All begin no later than mid-1995. • All UI wage record files are continuous since beginning year/quarter. • All UI wage record files are routinely updated quarterly within four months of the end of the most recent reference quarter. • All UI wage record files are maintained by employee social security number. • Each quarterly wage record includes a dollar amount and the reporting employer’s state UI tax account number. • UI wage record information is confidential. The identity of employees and employers cannot be disclosed to the public.

LONGITUDINAL FILES OF ADMINISTRATIVE RECORDSAFDC/TANF CASH ASSISTANCE PAYMENTS • Longitudinal monthly welfare cash assistance payment files are maintained by six of the nine ADARE project partners—FL, GA, IL, MD, MO, and TX. • These files predate the beginning of TANF. Currently, the files are routinely updated to include recent cash assistance payment information. • Negotiations for the California and Ohio partners to receive historical TANF data are underway. • These files document the beginning and ending dates of each continuous spell of temporary cash assistance payment.

7. LONGITUDINAL FILES OF ADMINISTRATIVE RECORDSWORKFORCE INVESTMENT ACT PARTICIPANTS • Workforce Investment Act Standardized Record (WIASRD) files are maintained by each of the ADARE project partners. • WIASRD coverage begins in July 2000 for all states except Ohio (which begins in July 2001). • The WIASRD files maintained by the ADARE project partners include personal attribute, services received, and outcomes information for each One-Stop customer registered under Title I-B of the WIA. • Each partner’s WIASRD file is currently updated annually, but plans are underway to receive quarterly updates.

8. LONGITUDINAL FILES OF ADMINISTRATIVE RECORDSOTHER • The ADARE project partners are currently negotiating the acquisition of historical UI claimant and Job Service registrant administrative records. • A partner-specific matrix of data source time coverage is being updated as each partner completes successful (or unsuccessful) negotiation of new file acquisition. • Some of the ADARE project partners have received authorized access to public postsecondary education records for approved research studies. • Again, all records described in this presentation are confidential. • Complex two-party and multi-party data sharing agreements have been negotiated to permit the acquisition, maintenance, and use of the confidential administrative records for approved research and evaluation purposes.

Method of Analysis • PY2000 (7/00-6/01) Adult and Dislocated Worker records are extracted from WIASRD state data files. • State Unemployment Insurance “wage record” data are matched, providing quarterly earnings in • 2 years prior to program year • program year • year following program year • State administrative data identify TANF receipt over same period.

19. OPPORTUNITIES TO PARTNER • The purpose of this presentation is to explore ways in which the ADARE project can supplement the existing HUD research strategy. To this end we offer some suggestions on possible research linkages: • Refinement of Housing Assistance/Post-TANF Well-Being research and/or Adaptation of Housing Assistance/Post-TANF Well-Being research design to post-Workforce Investment Act sub-populations. • Research on the dynamics of Housing Assistance, TANF cash assistance spells and duration, and unemployment compensation spells and duration. • Refinement of HUD Work Participation/Length of Stay in HUD-Assisted Housing research. • Youthbuild program research—38 percent of current year funding is in ADARE project states. Also practical to cover 1993-2003 Youthbuild funding in these states.
