Public Safety Spectrum Trust (PSST) • Created as a Not-for-Profit corporation in the District of Columbia • Three elected officer positions • Chairman: Harlin McEwen, IACP • Vice-Chairman: Kevin McGinnis, NASEMSO • Secretary-Treasurer: Alan Caldwell, IAFC • Serve two-year staggered terms but may be re-elected by Board of Directors
PSST is governed by a voting Board of Directors with one representative from each of these organizations: • AASHTO – American Assn. of State Hwy. Transportation Officials • AHA – American Hospital Association • APCO – Association of Public-Safety Communications Officials • FCCA – Forestry Conservation Communications Association • IACP – International Association of Chiefs of Police • IAFC - International Association of Fire Chiefs • ICMA – International City/County Managers Association • IMSA – International Municipal Signal Association • NASEMSO – National Association of State EMS Officials • NASNA – National Association of State 9-1-1 Administrators • NEMA – National Emergency Management Association • NENA – National Emergency Number Association • NFOP – National Fraternal Order of Police • NGA – National Governors Association • NSA – National Sheriffs Association
What is LTE? • Long Term Evolution • 3 GPP standard developed to be the future replacement/upgrade of GSM EDGE • Significantly increase Download/Upload speeds • Greatly increase network management capabilities/flexibility • Requires much bigger channels (usually 5 or 10 MHz channels)
Broadband for Mission Critical Voice? • Voice part of the standard is not yet completed first possibility for inclusion in standard would be the end of 2010 but very unlikely. Effort does not include PTT. • Priority Service/Quality of Service (QOS) – Requirements much higher for mission-critical voice. (ex. Call build times) • Mission-critical voice requirements are not yet defined.
