  1. Smart specialisation- the case of Małopolska region DoS, MSHE, Poland Seville, 25 November 2011

Description of the case The domain and policy level: • the transformation of regional economy • restructuring of traditional industries with new technologies (i.e. mining industry and ICT, clean coal technologies) • emerging of new industries (ICT, biotechnology and biomedicine) • the role of regional and national authorities (intra-regional level – cooperation between regions)

  3. Description of the case Key players and international position: • traditional industries: national government (ME, MF, MSHE), public research institutes, MNEs • new industries: universities (Jagiellonian University, AGH University), SMEs – MNEs (ComArch), intermediary agencies and regional government

  4. Description of the case Key (internal) challenges for improving differentiation of the region in growth areas: • promoting „entries” in the new industries • improving connectivity of main actors within and outside the region, especially in traditional industries • supporting diffusion of the knowledge related to the areas of future specialisation

  5. Description of the case Key (external) challenges for improving differentiation of the region in growth areas: • strenghtening EU internal market (especially free market for goods and services) • taking advantage of EU Structural Funds (new financial perspective) • developing Eastern Partnership

  6. Description of the case Main competitive advantages for smart specialisation: • fast growing business services sector (BPO – Google, Motorola) • restructured industrial base (machinery, automotive, heavy chemistry, metallurgy) • high quality of human capital • strong science, research and higher education base • good communication access (airport, highways) • developed tourist and cultural infrastructure

  7. Ambitions / strategic actionsin the coming years • Evaluating/updating of RIS (2007-2013) and preparing new one (2014-2020) • Introducing new instruments aimed at improving strategic intelligence (implementation of NFP Poland 2020) and policy making processes • Improving instruments stimulating cooperation at antional and international levels (EU and Eastern countries)

  8. Expected outcome/contribution of the case Craeating a platform to exchange the views and enable to better understand: • the transformation paths of regions (more and less developed in economic terms) • the idea of smart specialisation, especially in the case of less developed regions (how to define, analyse, measure smart specialisation) • the recommendations for policy making at national and regional levels
