What is a ‘Hate Incident’? • “… any incident, which may or may not constitute a criminal offence, which is perceived by the victim or any other person as being motivated by prejudice or hate.” • Association of Chief Police Officers (2008)
SUFFOLKHATE CRIME SERVICE • Racial Harassment Initiative • Talk about Telling Consultation – 2009 • Operational with a co-located team of Suffolk County Council and Police
Stephen Lawrence • Murdered 1993 • Stephen Lawrence Report (1999)
Pilkington Case • Fiona Pilkington (38) and Francecca Hardwick (18) • October 2007 – burned to death in family car • Fiona Pilkington made 33 calls to police in 7 years. Inquiry found that police failed to recognise it as a hate crime rather than simple antisocial behaviour, which would have made it a far higher priority.

Data response Drill down to local authority areas, i.e. repeat victimisation, number of interactions with client/family Cross reference to school data Solutions at a local level (CSP, SNT) Consistent and agreed approach
Building relationships with CSP’S, OWG’S and the Safer Suffolk Board Team aims to support single confidence target Influence commissioning by the CSP and raise profile of hate crime to encourage reporting Provide strategic support to the RAG on issues related to hate crime Highlight gaps in provision to the Board so they can provide solutions Support and work with the new ASB co-located teams (starting in Coastal/Waveney) Tasking SNT’s to help resolve hate crime
Conclusion • Reported incidents will rise as service is promoted • Recognition that this work compliments our legal duties • Continued financial support by District & Boroughs is vital • We must develop and maintain links with CSP’s, OWG’s and SNT’s going forward
