VHA Nursing WorkforceRecruitment and Retention Challenges • Registered Nurse (RN) ranked 2nd among the clinical shortage occupations in VHA, following the physician (medical officer) occupation, selected by 93 of 140 healthcare systems (66.4%)1. • FY2018 Registered Nurse Specialty Shortages: • Competition from other healthcare employers was selected as the primary driver of the shortage by 56 of the 93 healthcare systems (60.2%). • 1 FY 2018 Workforce Planning Cycle, Workforce Management and Consulting

VHA OAA NURSE RESIDENCY PROGRAMS • Post-Baccalaureate Nurse Residency and Post-Graduate Nurse Practitioner Residency programs designed to: • ensure the supervised transition of newly graduated nurses to safe and competent clinical practice in the Veteran-centric setting of care; • enhance recruitment and retention of VA nurses. • Twelve-month academic-based residency managed in collaboration with a school of nursing. • Academic partner co-leads the residency and is actively engaged in the program design and delivery. • Veteran-centric curriculum with defined didactic and experiential learning activities (80/20 rule). • Accreditation requirement by an organization authorized by the U.S. Department of Education for sustained funding of resident positions.

VHA OAA POST-BACCALAUREATE NURSE RESIDENCY PROGRAM 25 PBNR programs with up to ten residency positions per site As of March 2019, out of 17 VA OAA PBNR programs: 13 are accredited by Commission on Collegiate Nursing Education (CCNE) , one (1) is awaiting an accreditation decision, and 11 programs are preparing for application/onsite evaluation.

VHA OAA NURSE PRACTITIONER RESIDENCY PROGRAM 32 NPR program (up to four residents per site) 14 Mental Health NPR and 18 Primary Care NPR programs At present, there is no nationally-recognized NPR accrediting body; therefore, the accreditation requirement for VA OAA NPR programs is currently waived.

VHA OAA Nursing Education Programs Administration, Monitoring and Compliance • VHA Handbook 1400.08 “Education of Associated Health Professions” delineates policies relating to the establishment and administration of training programs in the associated health professions in VA health care facilities. As used in this Handbook, “Associated Health” disciplines include nursing. • VHA Handbook 1400.04 “Supervision of Associated Health Trainees” provides procedural requirements pertaining to the supervision of associated health trainees within Department of Veterans Affairs (VA) medical facilities from the perspectives of quality education and safe patient health care. • VA OAA Nursing Program Evaluation Practices Standard Operating Procedures (SOP) and the OAA Nursing Program Monitoring and Compliance Guide provide procedural requirements of conducting program compliance monitoring and oversight.
